Incendi e crisi idrica, benvenuti nella contea di «Barbacanigham»
VASTO. Raccoglie denunce e già individua colpevoli.
Agosto è ormai alle spalle da settimane, mese bollente per le altissime temperature e il fuoco degli incendi, tornati a ferire e devastare anche quest’anno la costa abruzzese e la città di Vasto. Fuoco e fiamme per 3 settimane di seguito, cadenzati a distanza di una settimana l’una dall’altra. Circostanza che già dovrebbe suscitare riflessioni, indignazioni e mobilitazioni. Ma nella terra in cui non si smette mai di credere alla favoletta dell’isola felice è vana speranza. Spenti i roghi si svelano immense lande desolate di cenere. E di fumo, quasi pianto della terra ferita, offesa, distrutta. Colonne di fumo anche per giorni. Esiste il fumo degli incendi e ci sono altri fumi che coprono la vista, confondono lo sguardo, avvolgono tutto anche di più.
Il Ferragosto è stato segnato quest’anno a Vasto da gravissime emergenze ambientali, e non solo: nuovi incendi nella Riserva Regionale Naturale di Punta Aderci e l’emergenza idrica che ha lasciato a secco anche San Salvo dopo un incidente agricolo. Su Il Centro, principale quotidiano cartaceo abruzzese, il 19 agosto è comparso un appello del sindaco pro tempore di Vasto Francesco Menna: «andate dalle forze dell’ordine o venite da me. La vostra collaborazione resterà coperta dal segreto istruttorio». Fermi tutti, si rimane spiazzati dalla lettura, poche parole e si stravolgono tutte le conoscenze e le certezze di questi anni. Le denunce legali si fanno dalle forze dell’ordine, si va eventualmente in Procura. Scorriamo frenetici il TUEL (Testo Unico degli Enti Locali) e cerchiamo tra le funzioni dei rappresentanti del popolo. Ma nulla troviamo, come è possibile? Signore e signori, prima scoperta di mezzo agosto: benvenuti nella contea di Barbacanigham. Dalle letture infantili ricordiamo lo sceriffo della contea di Nottingham, ora possiamo tornare bambini scoprendo che lo sceriffo esiste, ai nostri tempi. Evviva!! Leggiamo sulla Treccani online che il «segreto istruttorio» è la «regola generale che limita la conoscibilità dei fatti durante le indagini preliminari. L’art. 329 c.p.p. stabilisce, infatti, che gli atti di indagine compiuti dal pubblico ministero e dalla polizia giudiziaria sono coperti dal segreto». Le «indagini preliminari», leggiamo sempre sulla Treccani online, è «l’insieme delle operazioni effettuate dal pubblico ministero, personalmente o attraverso la polizia giudiziaria». Anche qui nessuna figura e nessuna funzione troviamo nel TUEL. E quindi siamo oltre, si deve andare oltre. È la contea di Barbacanigham, non può stare nel TUEL ovvio.
Leggiamo sempre nell’articolo de Il Centro del 19 agosto «le foto trappole potrebbero aver ripreso momenti chiave. Grazie a quelle immagini potrebbe essere ricostruita la notte di fuoco, verificando chi quel giorno, ha raggiunto l’area … stiamo comunque pensando di potenziare il sistema di vigilanza preventivo con l’utilizzo di altre fototrappole». Videosorveglianza con telecamere o fototrappole? Stiamo andando un attimo in confusione (ma sarà colpa nostra, volevamo capire dal TUEL in una contea, chiediamo perdono in ginocchio). «Leggo da dichiarazioni del Sindaco di fototrappole collocate in zona interessata al recente incendio a Punta Aderci. Avendo competenza in materia mi verrebbe da chiedere chi le ha messe (il gestore della Riserva o il Comune?) e di quale tipo trattasi: tecnicamente non è cosa da poco» ha dichiarato alla stampa Stefano Taglioli, storico ecologista vastese.
L’interrogativo posto parte da esperienza e valutazioni tecniche: le «foto trappole» nelle aree protette spesso sono i piccoli strumenti utilizzati per i censimenti della fauna e il monitoraggio ambientale. Come chiunque può scoprire facendo una rapida ricerca sul web permettono sensazionali scoperte ecologiche ma difficilmente permettono di riconoscere addirittura dei volti. Se non sono quelle ben venga e fugare il dubbio, come sottolinea Taglioli, non potrebbe che confortarci che siamo in errore noi. Potenziare «il sistema di sorveglianza» proposito espresso. Si potenzia quel che già esiste. Aumentano dubbi e interrogativi, che se fossero fugati anche qui saremmo ampiamente confortati. Che bello vivere nella contea e avere sceriffi!! Due anni fa è stato approvato il nuovo regolamento sulla videosorveglianza cittadina, nove anni dopo il primo. Nel 2012 suscitò polemiche e attacchi trasversali il dossier elaborato dal circolo di Vasto di Rifondazione Comunista (ancora pubblicato qui https://fdocumenti.com/document/prc-vasto-analisi-critica-videosorveglianza-10-marzo-2012.html) che, documenti, studi, atti e fatti alla mano, dimostrò quanto la videosorveglianza può essere a dir poco inefficace e non rappresentare un deterrente alle violazioni penali.
Nove anni dopo quel dossier, tanto criticato ed attaccato all’epoca neanche fosse stato perpetrato crimine di lesa maestà, undici anni dopo il primo regolamento la videosorveglianza quali mirabolanti risultati ha ottenuto? Esclusa quella privata, l’anno scorso le uniche immagini che gli investigatori hanno potuto utilizzare dopo l’incendio a Punta Aderci ci furono quelle dell’azienda Puccioni, di quanto sono diminuiti i reati grazie alle telecamere? Quanti criminali sono stati arrestati? Quante aree sono state restituite al pubblico decoro e alla legalità?
Oltre gli incendi l’altra grave emergenza è quella idrica, da Pescara a Vasto e San Salvo abbiamo visto persino l’arrivo di autobotti. Basterebbe una gestione e manutenzione pubblica Livello ma troppo spesso anche le cronache pescaresi e chietine ci raccontano più di spartizioni di incarichi, scontri politici e rotture continue. Rimarrà scolpito negli annali il “partito dell’acqua” e le innumerevoli denunce di associazioni, comitati e movimenti negli ultimi lustri. Il presidente della Sasi, nonché mandatario della scorsa campagna elettorale del Partito Democratico, disse in consiglio comunale a Vasto che in città non c’è un solo metro di tubo buono e che sono decenni che non vengono cambiati. Chi dovrebbe farlo mistero?
A quest’emergenza perenne si è aggiunto, tra gli altri, un incidente agricolo con la rottura di un tubo in aperta campagna che a cavallo del ferragosto ha lasciato a secco San Salvo e Vasto Marina. Sui social si rincorrono commenti e domande da parte dei cittadini, per esempio dalla collocazione del tubo tranciato alla segnalazione dello stesso. In altro articolo de Il Centro del 19 agosto leggiamo che dalla contea di Barbacanigham è stato deciso di «denunciare il responsabile dell’incidente agricolo». «Quella persona» ovvero l’agricoltore «ha provocato enormi disagi e un grande danno di immagine alla città» ha dichiarato il sommo responsabile della contea. Poi ci si lamenta delle lentezze della giustizia italiana, wow, già è stato capito e accertato tutto. Abbiamo addirittura il colpevole. Sul TUEL non individuiamo figure competenti e deputate all’amministrazione della giustizia, pare se ne parli solo nei codici civile, di procedura civile, penale e di procedura penale. Qualcuno ha già risolto tutto per noi, ha accertato, risolto ed individuato.
