Vasto, nell’anno delle elezioni celebrano il re della politica dei favori e degli amici e degli amici degli amici
Tra pochi giorni, l’11 luglio, l’Amministrazione vastese uscente celebrerà l’ex pluri ministro DC Remo Gaspari, colui che si autoproclamò «re delle raccomandazioni». Nel 2010 quando gli fu conferita la cittadinanza onoraria solo Rifondazione Comunista si oppose, i suoi ex esponenti nella maggioranza ora?
Vasto ricorderà l’onorevole Remo Gaspari con due intitolazioni e un convegno, questo in sintesi l’annuncio del sindaco Francesco Menna lo scorso 21 maggio. All’ex ministro DC, morto esattamente dieci anni fa, nel «centesimo anniversario della nascita» (per intenderci, gli si festeggerà quello che per noi comuni mortali viene chiamato compleanno) verranno intitolati lo Stadio del Nuoto e una piazza davanti lo Stadio Comunale «Aragona».
Menna ha definito Gaspari «indiscusso leader politico che ha permesso la crescita e il progresso sociale ed economico dell’Abruzzo». Aggiungendo subito dopo che è stato «dotato di profonda umanità» e «sempre attento e disponibile ad ascoltare tutti». Sicuramente ascoltò tutti e forse anche qualcuno di più, pare che negli archivi del Ministero delle Poste sono stati rinvenuti molti anni fa oltre due chilometri di lettere di raccomandazione da lui scritte. In un’intervista Gaspari si autoproclamò orgoglioso «re delle raccomandazioni». Cosa tutto questo ha rappresentato, e quale «sviluppo», è una riflessione che possiamo affidare agli archivi della Rete.
«È ormai oltre un ventennio che la vita politica dell’Abruzzo è segnata da vicende giudiziarie che travolgono le Giunte Regionali e mettono a nudo la mancanza assoluta di senso civico e di interesse della collettività in una terra con un popolo abituato purtroppo dalla Prima Repubblica con il “Duca degli Abruzzi” Zio Remo Gaspari al voto clientelare di scambio. E pare che la classe dirigente politica abruzzese si sia abituata talmente tanto a questo modo di governare e di procacciare consensi che, pare brutto a dirlo, si sia dimenticata dell’interesse comune, utilizzando spesso il potere pubblico per interessi diversi da quelli della collettività». Questa la descrizione che affidai nel gennaio 2013 ad un articolo su I Siciliani Giovani, 8 anni dopo non c’è altro da aggiungere.
«Zio Remo. Era il nomignolo (affettivo o dispregiativo, a seconda di chi lo pronunciava) di Remo Gaspari, parlamentare e per 17 volte ministro della DC, nato a Gissi, un paese montano abruzzese. Per tutti i decenni del dopoguerra l’Abruzzo era Zio Remo. Non c’era industria, ospedale, opera pubblica, ufficio postale, che non fosse sorto grazie a lui. Tutto in cambio di voti e sostegno. Intorno a Remo Gaspari la DC abruzzese ha incardinato il suo sistema di potere clientelare. Il tessuto industriale ed economico abruzzese, dopo la guerra, è risorto tra le processioni di migliaia di persone in ginocchio da Gaspari nella sua natìa Gissi o negli stabilimenti balneari di Vasto Marina o Casalbordino. Quotidianamente centinaia di persone accorrevano presso il “re del clientelismo”, disposti ad attendere anche ore e ore. L’Abruzzo è stato forgiato dal clientelismo e dal sistema di potere clientelare della DC: la libera iniziativa non esiste, il riconoscimento dei propri diritti neanche. Per ottenere l’agognata pensione dopo anni e anni di duro lavoro o per avere un lavoro (anche sottopagato e schiavizzati), si chiede il “favore”, ci si inginocchia al potente di turno. È una mentalità che, ancora oggi, domina le menti degli abruzzesi».
Remo Gaspari è morto il 19 luglio 2011, uno dei suoi ultimi incontri pubblici in Abruzzo avvenne a Cupello due anni prima. Una serata, alla presenza dell’allora governatore Chiodi, dal titolo «lo sviluppo d’Abruzzo e le energie rinnovabili». Erano gli anni della lotta popolare contro la deriva petrolifera, dal Centro Oli ad Ortona alla piattaforma Ombrina Mare 2 e molti altri progetti. In quest’opposizione non appariva brillare eccessivamente la giunta regionale PDL e quella sera parteciparono diversi ambientalisti, tra cui Maria Rita D’Orsogna, docente in una prestigiosa università statunitense. Obiettivo porre una semplice, banale, lineare domanda al presidente Chiodi e ai relatori presenti: cosa ne sarà del futuro dell’Abruzzo e delle concessioni petrolifere che (dati ufficiali del Ministero per le Attività Produttive) occupano quasi metà regione? Mal incolse a chi osò tentare di porre tale domanda, tra cui era presente anche il sottoscritto, diventata immediatamente una colpa.
Questo il racconto di quei momenti che pubblicai un mese dopo. La professoressa D’Orsogna che provò a porre la domanda «fisicamente strattonata e spintonata mentre Chiodi e il suo vicino di tavolo la insultavano pesantemente. Insulti estesi ad alcune persone che hanno tentato di difenderla dall’aggressione fisica. A questo punto è intervenuto Remo Gaspari. Zio Remo ha calcato la mano sugli insulti, affermando che sono gli stessi che hanno sempre fatto il male dell’Abruzzo. Una regione che, parole sue testuali o quasi, è soffocata dai costi di 26 ospedali (la gran parte inutili) e di un clientelismo che impedisce qualsiasi sviluppo. La gran parte delle persone presenti, immobili durante l’aggressione, hanno applaudito Gaspari e preso le sue parti. Remo Gaspari, lo ripetiamo, di quegli ospedali e del clientelismo politico ne è stato (ed è tutt’ora, in parte) non soltanto un protagonista, ma il grande architetto. Padrino della DC, la su abitazione è stata meta di pellegrinaggio per centinaia, forse migliaia, di persone, prone a chiedere favori ed elargizioni. Per moltissimi anni è stato lui il crocevia politico di ogni manovra politica, di ogni feudo di favori e scambi elettorali. Dopo una delle peggiori stagioni politiche abruzzesi, sentire quel che afferma, e constatare che è ancora seguito, offende le coscienze civili e democratiche. Sentirlo offendere una insigne ricercatrice universitaria e lavarsi le mani, come novello Pilato, del clientelismo rampante è deprimente. Una scena a metà tra il vecchio professore de ’La città vecchia’ di Dé Andre e il vecchio acido che voleva sposare Lady Marion in Robin Hood».
Il figlio Lucio Achille Gaspari si candidò capolista nelle liste di Centro Democratico al Senato nelle elezioni politiche del 2013. Non fu eletto e su twitter definì l’Abruzzo «un postaccio» in cui non mettere più piede. Aggiungendo successivamente anche «dal postaccio moltissimi si sono rivolti a me per i loro problemi. Finalmente potrò farmi solo i fatti miei» e «Mi sono impegnato a risolvere problemi di abruzzesi con molta fatica personale. Ora posso pensare solo a me». La politica intesa come scambio di favori ovvero il regno in cui prosperò per decenni il padre? Pare proprio di si.
Tornando a Vasto e all’annuncio di Francesco Menna, il sindaco uscente ha ricordato che Gaspari è cittadino onorario della città. Cittadinanza conferitagli con una cerimonia pubblica a Palazzo di Città undici anni fa, nel 2010. All’epoca si oppose al conferimento e alla cerimonia solo Rifondazione Comunista dell’allora maggioranza che amministrava la città.
«Per ogni abruzzese che ha ottenuto un lavoro dietro raccomandazione, ve ne è sicuramente un altro che, magari potendo vantare più preparazione e/o più diritti, è rimasto in condizioni di precarietà, disoccupazione, inoccupazione. Il rendere merito a chi di è autodefinito “re delle raccomandazioni”, stride fortemente con i proclami di “avanti la meritocrazia” – scrisse il circolo vastese del Prc – Oggi scontiamo questa malsana forma di “generosità”, con un altissimo debito pubblico, un tasso di disoccupazione giovanile vicinissimo al 30%, e un’incomparabile caduta morale sia politica che sociale. Il lavoro è e deve continuare ad essere un diritto, non un favore da parte di qualcuno. O quantomeno correttezza vorrebbe, visto che si parla spesso di cambiare la Costituzione, che si inserisse candidamente un nuovo articolo 1: L’Italia è una Repubblica democratica fondata sui favori». Quel circolo era rappresentato nell’allora maggioranza anche dall’attuale capogruppo in consiglio comunale del PD Marco Marra a cui si aggiunse, l’anno dopo a seguito delle elezioni comunali, l’attuale assessore all’ambiente in quota Art1 Paola Cianci. Gli ex rappresentanti del partito che nel 2010 criticò duramente il conferimento della cittadinanza onoraria e non parteciparono alla cerimonia ora che faranno? Su queste iniziative che pensiero esprimono?
