Migranti, qualità dell’aria, gestione rifiuti. Ipocrisie, propagande e occhi chiusi o strumentali c’erano prima della pandemia e sono rimasti. E sui 5 migranti positivi al covid giunti a Vasto, di fronte a centri dove sono ammassati come carri bestiame in maniera sconcertante e lo spedirli come pacchi postali su e giù per lo Stivale potrebbe sorgere la domanda: potrebbero essersi contagiati dopo lo sbarco?
Il vastese e l’Abruzzo interi usciti (se siamo usciti, e ci sia permesso come minimo dubitarne) dall’emergenza sono esattamente gli stessi di prima: prima, durante e dopo il lockdown quanto accaduto ci ha mostrato le condizioni di lavoro (e i diritti negati) in molte fabbriche, la violenza e i drammi dentro le mure domestiche di “tanta brava gente”, ci sono personaggi e famiglie che non hanno mai attraversato la fase 1 continuando ad alimentare lo spaccio (ricordiamo che durante il lockdown le forze dell’ordine hanno fermato spacciatori per esempio a Casalbordino e Vasto) e a sfregiare l’interesse collettivo credendosi al di sopra di ogni regola (lo dimostra il famoso funerale di Campobasso e quanto accaduto anche da noi nei giorni successivi, i fuochi d’artificio che sparano ripetutamente e tanto altro) e vivere civile, a pochi passi dalle “tiepide case” prosegue al confine col Molise il lucroso business della prostituzione nell’indifferenza e nella compiacenza generali, la sanità – distrutta da decenni di sperperi, pessima gestione, clientele, favori ai privati – continua a mostrare tutta la sua devastazione. E, non più tardi di qualche settimana fa, nel territorio che è stato luogo d’attività di Pasqualone e Cozzolino, dove nel 1989 fu sventato un probabile tentativo di attentato a Giovanni Falcone, dove in passato ha riciclato soldi acquistando case e terreni Sandokan Schiavone (uno dei tanti, perché già nel 1994 la Commissione Parlamentare Antimafia scrisse di un immobile a Casalbordino), dove l’anno scorso il terzogenito di Totò Riina celebrava nell’indifferenza e nell’accondiscendenza di troppi il padre boss e, prima ancora, ci fu l’ennesimo sequestro per infiltrazioni delle mafie foggiane, non molto distante dalla Francavilla dove agivano e si erano pesantemente infiltrati esponenti del clan di ‘ndrangheta Cuppari che aveva collegamenti d’affari con il potente clan di ‘ndrangheta Morabito, è stato arrestato un latitante. Un anno fa eravamo tra i pochi che cercarono di porre l’attenzione sulle frequenti segnalazioni di “cattivi odori” (origine mai accertata dalle istituzioni e dagli enti competenti, e questo già dovrebbe indignare e scatenare proteste vive e vibranti) nella zona di Punta Penna e sugli incendi e tutte le vicende della discarica sequestrata nel nostro territorio. Un anno dopo copiose continuano le segnalazioni di “cattivi odori” e sulla valle teatro di ben cinque incendi in un anno e mezzo nella discarica sequestrata è calato il silenzio totale da parte di chi dovrebbe agire e avere come unico fine la tutela della salute, dell’ambiente e del bene pubblico. Le domande del Comitato Difesa Comprensorio Vastese, di tanti cittadini, delle nostre associazioni, di WordNews.it e di Azione Civile sono ancora inevase e attuali.Davanti a tutto questo, mentre vediamo orde social e “politici” (le virgolette non sono casuali o un errore) discutere ed esprimersi sull’universo mondo, non ci sono mobilitazioni e barricate. Risveglio generale, invece sulla questione migratoria, favorito anche dall’arrivo anche nel vastese e in Abruzzo di persone arrivate a Lampedusa, tra cui alcune risultate positive al covid19. Una volta li si contrapponevano ai “terremotati”: da L’Aquila ad Amatrice hanno visto passare governi di tutti i colori (centrodestrosinistro, giallonero e giallorosa) ma la situazione è sempre rimasta gravissima e immobile. Com’è che oggi non ne parlano più dopo che, tra l’altro, tra una bufala e tanta propaganda interessata non hanno mai mosso un dito mentre i loro capibastone politicanti continuavano a disinteressarsi o a peggiorare la vita di chi ha subito due terremoti in pochi anni? Tralasciamo per pietà che il volantino di qualche settimana che chiamava alle barricate contro i migranti è stata l’ennesima dimostrazione che “prima gli italiani” è diverso da “prima l’italiano”. Non possiamo invece dimenticare come e perché il business dell’immigrazione (Dino Frisullo oltre vent’anni fa denunciò la “holding degli schiavisti”, ma chi è abituato ai rutti politicanti o dello sciò-biznezz dubitiamo abbia mai saputo dell’esistenza di un grande italiano come Dino) è nato e prosperato. E che da anni mentre si aizza odio contro le vittime, si tace sulle mafie nigeriane, su certe famiglie autoctone i cui parenti e affiliati sono sbarcati anche nella Capitale (i cui cognomi sono ben noti, Spinelli, Di Rocco, De Rosa, Spada, Ciarelli, ecc.) e si sono chiusi gli occhi e non solo su veri fatti di questi anni: per fare un esempio abbiamo avuto, anche sotto il naso dei barricaderi a comando di oggi, un soggetto economico giunto in maniera abbastanza inspiegabile da queste parti, attrezzato e con potenza finanziaria, nel profondo nord accusato di aver sfruttato migranti (mentre intascava soldi pubblici per progetti sociali che non ha mai realizzato) come muratori in nero per costruire un immobile abusivo, nonostante varie sollecitazioni indifferenze, silenzi ed omertà totali.
Sentire proclami su sicurezza, decantare leggi che avrebbero stroncato il business dell’immigrazione e simili da parte degli esponenti di certi partiti è l’espressione della propaganda più sconcertante possibile. Gli attuali centri sparsi per alberghi e i luoghi più disparati sono nati con Maroni e uno dei loro emblemi (il CARA di Mineo) è stato definito albergo di lusso dall’ultimo ministro dell’Interno dello stesso partito. Lo stesso, ahinoi, ministro che li ha di fatto rafforzati con ben due decreti. Sui CARA e sui CAS (come quelli nel vastese) sono luoghi su cui impazzano da anni inchieste e denunce sui fatti più gravi possibili, negazione di ogni diritto e sicurezza, scarsa tutela sanitaria e non solo, caporalato, sfruttamento prostituzione, corruzione, arricchimenti illeciti. Al contrario degli SPRAR, dimostratisi virtuosi, alla cui gestione partecipano i territori e dove anche i fondi sono molto più controllati. Ma i decreti sicurezza hanno smantellato o quasi gli SPRAR e rinforzato CAS e CARA. Chi ricorda più il Regina Pacis? Mentre Dino Frisullo e le reti solidali denunciavano e documentavano, il ras con la tonaca veniva difeso da un arco politico e sociale larghissimo. Chi oggi dona pagine e click alle bufale sui “cani mangiati” (menzogna di chi doveva nascondere le proprie irregolarità e i propri abusi) e ciancia di business e simili all’epoca paragonò Lodeserto a San Francesco e Madre Teresa e insultò in ogni modo chi documentò la realtà. E oggi, anche con soldi pubblici, qualche affare è ancora in piedi in Moldavia: gli ultimi a denunciarlo in vari articoli l’autore di questo testo e il regista del documentario “Mare Nostrum”, con il quale il primo ha collaborato per anni. Erano i tempi della legge Turco-Napolitano e della Bossi-Fini quando si cancellò ogni vera possibilità di accoglienza, gestione decente e sicura dei flussi e umanità. Nacquero i Cpt, i primi grandi centri.
Quelle leggi sono ancora oggi le leggi che regolano l’immigrazione in Italia, 22 anni e 11 governi dopo la prima, 18 anni appena compiuti (è diventata maggiorenne!) e 9 governi dopo la seconda. Il capo del Regina Pacis ha subito nei primi Anni Duemila diversi processi, la conclusione di uno di questi merita di essere ricordato per capire la situazione di allora e di oggi. Processato per peculato, l’accusa era di essersi personalmente intascato soldi pubblici, è stato assolto perché la legge Bossi-Fini non gli imponeva nessuna rendicontazione.
I cpt sono stati costretti a smantellarli anni dopo ma nel 2011 (governo Berlusconi, ministro dell’Interno Maroni) sono nati CARA e CAS, i loro degni eredi. Gestione accentrata ed emergenziale, calati dall’alto nei territori, mega strutture dove come avvoltoi sono attivi e prosperano multinazionali e grandi affaristi. Nella gestione la legislazione non riconosce nessuna voce in capitolo ai rappresentanti locali, come vediamo anche in queste settimane, ma quando si tratta di spartirsi affari, mazzette e fondi pubblici in maniera fraudolenta e delinquenziale un posto a tavola c’è anche per loro. E così negli anni abbiamo visto «scandali» e «inchieste» coinvolgere esponenti di tutto l’arco parlamentare (e tutto va inteso in senso letterale, vecchi e nuovi) dalle destre più estreme (cronaca calabrese di quest’estate l’ultima inchiesta) fino al PD e ai suoi alleati. I «decreti sicurezza» del governo Conte 1 hanno, come denunciato e documentato negli anni da associazioni, comitati e organizzazioni non governative, rafforzato i mega centri. Le minime modifiche regolamentari delle circolari pre-pandemia del Ministero dell’Interno – denunciò Action Aid ad inizio anno – hanno peggiorato la situazione della trasparenza, adeguato il sistema «alle richieste dei grandi attori del mercato» e aperto «a grandi gestori e all’immissione di capitali esteri» spingendo «sugli oligopoli, sulle multinazionali del sociale, sui grandi centri che possono fare economia di scala».
Cambiano i nomi ma tutti, letteralmente, il business che dicono di voler combattere si son ritrovati a favorirlo. Mentre i decreti stessi, e nulla finora è cambiato negli ultimi dodici mesi, hanno smantellato gli SPRAR e le reti veramente efficaci, positive e che hanno coinvolto in circoli addirittura virtuosi i territori, dai sindaci all’economia locale. Questa gestione, questo favorire e sostenere mega centri incontrollabili in maniera totale e dove anche centinaia di migranti sono ammassati come nei peggiori carri bestiame hanno costruito la situazione di queste settimane. Davanti a questi ammassamenti sconcertanti, sui 5 migranti risultati positivi al Sars-Cov2 solo al secondo tampone giunti a Vasto il dubbio assale: e se si son contagiati proprio in Italia?
