Bannon e la becera propaganda di chi lucra contro i migranti
L’arresto di Steve Bannon
L’arresto di Steve Bannon nei giorni scorsi è apparso una plastica rappresentazione, squarciando i veli della propaganda e dell’ipocrisia, di come il sovranismo aizza l’odio contro i migranti, costruisce narrazioni belliche contro gli “altri” che assedierebbero il “sacro suolo patrio” mentre, proprio sfruttando quel che dicono di combattere, si gonfiano i profitti personali. Il muro al confine con il Messico in questi anni è stato uno dei capisaldi delle politiche suprematiste a stelle e strisce, Bannon ha creato un’associazione per sostenerlo e raccogliere fondi. Finiti anche a sostenere il suo portafoglio.
Le motivazioni dell’arresto di Bannon nei giorni scorsi in parte possono ricordare una delle vicende giudiziarie del fondatore del “Regina Pacis”, e gestore del Cpt di Lecce, Cesare Lodeserto. Il cpt, chiuse dopo alcune condanne penali di Lodeserto. Nel mezzo anche un’assoluzione: nel 2013 la Corte di Cassazione lo assolse dal reato di peculato, secondo l’accusa aveva sottratto “mediante fittizie operazioni contabili” oltre 2 miliardi di lire, perché “il denaro era entrato nel patrimonio della Curia arcivescovile di Lecce che, a mezzo dei suoi esponenti a ciò incaricati, tra cui certamente Lodeserto, poteva disporne senza render più conto all’amministrazione pubblica”. Nel 2013 la stagione dei Cpt era già tramontata ma, nel frattempo, erano nate nuove tipologie di centri analoghi: i CAS e i CARA. Una circostanza che dimostra la continuità negli ultimi decenni delle politiche (anti)migratorie dei governi italiani, le responsabilità politiche anche delle vicende legate al covid19 di queste ultime settimane e come gli stessi partiti politici che aizzano e soffiano sul fuoco sono tra i maggiori responsabili della situazione.
Come sono nati e sono stati rafforzati dalle destre i CAS
Gli attuali centri sparsi per alberghi e i luoghi più disparati (CAS e CARA) sono nati nel 2011 con l’emergenza nord Africa, ministro dell’Interno Maroni. Uno dei loro emblemi (il CARA di Mineo), inaugurato dallo stesso Ministro Maroni in pompa magna decantandone straordinarie virtù, è stato definito albergo di lusso dall’ultimo ministro dell’Interno dello stesso partito. Lo stesso ministro che li ha rafforzati con i due “decreti sicurezza”.
CARA e CAS sono non-luoghi su cui impazzano da anni inchieste e denunce sui fatti più gravi possibili, negazione di ogni diritto e sicurezza, scarsa tutela sanitaria e non solo, caporalato, sfruttamento prostituzione, corruzione, arricchimenti illeciti. Al contrario degli SPRAR, dimostratisi virtuosi, alla cui gestione partecipano i territori e dove anche i fondi sono molto più controllati. Ma i decreti sicurezza hanno smantellato o quasi gli SPRAR e rinforzato CAS e CARA. Una commissione parlamentare d’inchiesta, dopo sopralluoghi effettuati il 26 maggio 2015 e il 7 luglio 2016, documentò a Mineo contesti “spesso invivibili e lesivi della dignità umana”, gravi problemi di sicurezza e “vere e proprie infiltrazioni mafiose”. Condizioni igieniche precarie, appartamenti fatiscenti, evidente carenza dell’attività di manutenzione della struttura, servizio medico deficitario, mancanza di spazi di socialità, insufficiente mediazione linguistico-culturale. La relazione finale descrisse una situazione dantesca. Un quadro di “opacità di gestione ed episodi di illegalità” con scelte clientelari dei fornitori, personale assunto per chiamata diretta senza verificare i requisiti professionali, irregolarità nelle comunicazioni al Prefetto e gestione non trasparente dei pocket money. La conclusione della Commissione fu lapidaria: il Cara doveva “essere chiuso nel più breve tempo possibile”. Il 17 dicembre 2016 il procuratore locale Verzera dichiarò a Radio24 “ogni giorno succede qualcosa: ci sono arrestati, risse, maltrattamenti, c’è gente che tenta il suicidio, quindi ci sono continui interventi delle forze dell’ordine”. Alcune associazioni del catanese denunciarono già negli anni scorsi che nel Cara “il controllo sociale sostanzialmente è stato subappaltato a boss etnici che spadroneggiano fra connazionali e non solo”, “giornalmente ci sono donne migranti che vengono prelevate dinanzi ai cancelli del Cara per incrementare la piaga della Tratta e il racket della prostituzione” e “molti migranti” lavoravano “in nero per 10/15 euro al giorno nelle campagne” mentre “stanno dilagando anche la prostituzione e lo spaccio di droga”. Questa è la realtà vera e documentata di quello che l’ex ministro dell’Interno Salvini ha definito “albergo”, questo è il modello che i “decreti sicurezza” ha rafforzato.
Il già citato cpt del “Regina Pacis” di Lecce, così come i tanti altri centri sparsi per l’Italia, nacquero negli anni delle leggi Turco-Napolitano Bossi-Fini quando si cancellò ogni vera possibilità di accoglienza, gestione decente e sicura dei flussi e umanità. Quelle leggi sono ancora oggi le leggi che regolano l’immigrazione in Italia, 22 anni e 11 governi dopo la prima, 18 anni appena compiuti (è diventata maggiorenne!) e 9 governi dopo la seconda. Gestione accentrata ed emergenziale, calati dall’alto nei territori, mega strutture dove come avvoltoi sono attivi e prosperano multinazionali e grandi affaristi. Questa è la gestione di Cas e CARA e la legislazione non riconosce ai territori e ai sindaci nessuna voce in capitolo, come vediamo anche in queste settimane. Ma quando si tratta di spartirsi affari, mazzette e fondi pubblici in maniera fraudolenta e delinquenziale un posto a tavola c’è anche per loro. E così negli anni abbiamo visto «scandali» e «inchieste» coinvolgere esponenti di tutto l’arco parlamentare (e tutto va inteso in senso letterale, vecchi e nuovi) dalla Lega a Fratelli d’Italia (cronaca calabrese delle ultime settimane l’ultimo) fino al PD e ai suoi alleati. I “decreti sicurezza” del governo Conte 1 hanno, come denunciato e documentato negli anni da associazioni, comitati e organizzazioni non governative, rafforzato i mega centri. Le minime modifiche regolamentari delle circolari pre-pandemia del Ministero dell’Interno – denunciò Action Aid ad inizio anno – hanno peggiorato la situazione della trasparenza, adeguato il sistema “alle richieste dei grandi attori del mercato” e aperto “a grandi gestori e all’immissione di capitali esteri” spingendo “sugli oligopoli, sulle multinazionali del sociale, sui grandi centri che possono fare economia di scala”.
Cambiano i nomi ma tutti, letteralmente, il business che dicono di voler combattere si son ritrovati a favorirlo. Mentre i decreti stessi, e nulla finora è cambiato negli ultimi dodici mesi, hanno smantellato gli SPRAR e le reti veramente efficaci, positive e che hanno coinvolto in circoli addirittura virtuosi i territori, dai sindaci all’economia locale. Questa gestione, questo favorire e sostenere mega centri incontrollabili in maniera totale e dove anche centinaia di migranti sono ammassati come nei peggiori carri bestiame hanno costruito la situazione di queste settimane. Su cui stanno fomentando il fuoco sociale gli stessi che ne sono responsabili e colpevoli trasformando – nella complicità attiva, spregevole e colpevolmente (in)consapevole delle folle e delle greggi belanti – chi ad inizio emergenza sanitaria ha denunciato in maniera precisa, puntuale e documentata quel che si stava rischiando.
Reti internazionali sovraniste e propaganda
Dino Frisullo fu in prima fila nel battersi contro la disumanità, la brutalità e gli affari sporchi dei Cpt, a partire da quello di Lecce. L’ultima lettera in cui denunciò la realtà del “Regina Pacis” Dino la scrisse in ospedale il 25 aprile 2003, poche settimane prima di morire. In un passaggio definì illuminante aver scoperto “la presenza di don Cesare Lodeserto, per la potente Curia salentina, al convegno convocato a Parigi da mons. Lustiger, sgomberatore di sans-papier ed esponente della destra ecclesiastica, per teorizzare la gestione religiosa dei centri di detenzione in Europa e di quelli di contenimento oltre le frontiere comunitarie”. Diciassette anni fa reti integraliste, suprematiste, apertamente fasciste e clerico-reazionarie, erano già organizzate e operative. Quelle reti, che alimentano anche la propaganda e l’azione politica dei fasciosovranisti italici, che vedono oggi i perni mondiali in Bannon, nella destra religiosa statunitense e in QAnon. Ovvero i deliri, negazionisti oggi del covid19 così come negli anni scorsi dei cambiamenti climatici, delle fughe dei migranti da guerre, dittature, violenze e impoverimento, e di ogni vera emergenza sociale, politica ed ambientale. Quella propaganda, vergognosa e assurda davanti a migliaia di morti solo in Italia (e milioni nel mondo) e al sacrificio degli operatori sanitari, nelle ultime settimane pur di continuare a negare definiti assassini, perché secondo i sostenitori di QAnon e deliri simili le persone vengono uccise per essere “spacciate come vittime del coronavirus”. Da notare che il primo a pompare questa squallida menzogna è stato colui che anni fa portò in Parlamento i depistaggi sull’assassinio di Ilaria Alpi e Miran Hrovatin, definiti vittime di una banale rapina finita male. “Dittatura sanitaria”, “il coronavirus non esiste”, “è una finta emergenza per schiavizzare i popoli”, “le mascherine uccidono e le usano per imbavagliarci” – tutti slogan di chi è affascinato e sostiene i peggiori regimi del Pianeta e si schiera a favore di chi sogna “pieni poteri”, emargina e perseguita ogni minoranza e ha una concezione della libertà che è solo quella dell’arbitrio dei ricchi e potenti – nascono tutti dai deliri di QAnon, questo network di deliri neonazisti e suprematisti USA. E dovrebbe far riflettere che in Europa stia facendo proseliti soprattutto in Italia, Germania e Spagna. Mentre Bannon, che sognava di porre nell’Italia giallonera il cuore della propria macchina politica europea, guarda soprattutto alla Francia lepenista e ad Orban, notoriamente un politico illuminato che riconosce diritti e libertà in maniera assoluta.
