Il fosso (marino) di un fallimento politico
Fosso Marino. «Parafrasando Guccini dieci anni dopo al punto di partenza ci troviamo. O se non fosse che questo “centrosinistra” di sinistra ha ormai ben poco, e di rosso (così come del verde ambientalista che fu) ancora meno, si potrebbe concludere parafrasando il più celebre verso di Paolo Pietrangeli “Che roba marchesa alla Marina, quanti anni (e non solo tempo) son stati gettati nel fosso”».
A volte ritornano. Le foto di qualche settimana fa diffuse sui social, le proteste dei cittadini per recenti puzze, tutti i fatti di queste settimane hanno riportato ancora una volta in auge il degrado di Fosso Marino a Vasto Marina.
La sola circostanza che, dopo quasi quindici anni, si continui a parlarne senza che una soluzione sia mai stata trovata, come se ci fossero ineluttabili cause calate da chissà dove, descrive perfettamente quanto (non) accaduto in questi anni e il fallimento di ogni promessa o annuncio amministrativo-elettorale. Non si può tacere di fronte alle cifre di tali promesse e annunci, e al loro intervallarsi negli anni, che dovrebbero provocare profondo sconcerto. Una situazione che ha attraversato ormai almeno tre amministrazioni comunali fino all’ultima.
2007, Giunta Lapenna, fu annunciato progetto per “Risanamento igienico, sanitario ed ambientale in località Fosso Marino”, 200.000 euro (non so però se poi qualcosa fu effettivamente portato avanti).
24 agosto 2011, in consiglio comunale fu approvato emendamento che portò lo stanziamento di 4 anni prima a 900.000 euro. A cui si aggiunsero altri 800.000 per “Realizzazione di infrastrutture stradali, urbane e rurali, al fine di rendere funzionali le opere di risanamento igienico, sanitario ed ambientale di Fosso Marino”.
15 novembre 2011, Ufficio Tecnico predispose studio di fattibilità per 900.000 euro.
2012 nuova condotta per 570.000 euro (immagino presi dai 900.000).
2012 fu annunciato progetti di bonifica per 1.5 milioni.
Estate 2019 la Regione stanziò 80.000 euro in previsione del Jova Beach Party. Perché su quella che due anni fa fu definita “fogna”, di fronte ad un esposto che documentò presenze naturalistiche rilevanti, l’amministrazione del sindaco PD Menna e dell’assessore all’ambiente Art1 Paola Cianci voleva far svolgere una delle tappe del tour di Jovanotti sponsorizzato anche dal WWF. La disastrosa conclusione di quell’intento non ha neanche bisogno di esser commentata, cosa accadde e la cancellazione della data vastese (con circostanze uniche in un tour contestato anche altrove) è la plastica rappresentazione di un totale fallimento. Aggravato dagli attacchi e dagli insulti, piovuti da Palazzo di Città, dai supporter politico-partitici e da personaggi a dir poco interessati, contro cittadini, prefetto e associazioni. Una canea preoccupata e afflitta per un evento musicale che si doveva tenere su quel che fu definita “fogna”. Non sulle condizioni di Fosso Marino e sul suo perdurante degrado.
In queste settimane abbiamo nuovamente assistito a sopralluoghi e forte dispiegamento di mezzi ed uomini per individuare possibili “scarichi fognari” che forse potrebbero forse influire sulla situazione. Le stesse scene di due lustri fa, parafrasando Guccini dieci anni dopo al punto di partenza ci troviamo. O se non fosse che questo “centrosinistra” di sinistra ha ormai ben poco, e di rosso (così come del verde ambientalista che fu) ancora meno, si potrebbe concludere parafrasando il più celebre verso di Paolo Pietrangeli “Che roba marchesa alla Marina, quanti anni (e non solo tempo) son stati gettati nel fosso”.
