Come è possibile che gli anni passano, le segnalazioni si accumulano e chi di dovere non riesce a dare nessuna risposta e a non capire e documentare la fonte di puzze e “cattivi odori”? Perché senza spinte esterne all’amministrazione Menna-Cianci non si sarebbe mai pubblicamente discusso del nuovo Piano di Assetto Naturalistico nel dicembre e nel gennaio scorso? Perché non se ne parla più? Che fine ha fatto l’annuncio del settembre scorso di un incontro pubblico nei mesi successivi?
Chiazze maleodoranti nel torrente Lebba e forti puzze percepite fin sulla spiaggia di Punta Penna, nel cuore della Riserva Naturale. Potrebbe sembrare cronaca di due, cinque, dieci e anche oltre anni fa ed invece è delle ultime settimane. Riprendendo uno dei più celebri editoriali del giornalismo italiano potremmo scrivere “rieccoli”. Passano i lustri, si succedono annunci e promesse delle amministrazioni (dal 2007 targate centrosinistra fino all’attuale PD-Art1 e civici vari) ma la situazione appare pressoché immobile. Senza risposte e senza soluzioni.
Nonostante innumerevoli segnalazioni ad enti e istituzioni varie di operatori economici, Consorzio industriale, associazioni ambientaliste e cittadini sulla fonte dei ricorrenti “cattivi odori” una parola chiara e netta non è mai arrivata. Ribadiamo quanto già espresso l’ultima volta esattamente un anno fa: alcuni cittadini puntano il dito sulla zona industriale e un impianto in particolare ma, da parte soprattutto dell’amministrazione comunale, nulla è mai stato messo per iscritto e documentato. In assenza di tale documentazione ogni ipotesi resta campata in aria e ridotta ad un’illazione non verificata o poco più. E non devono essere associazioni e cittadini a vigilare e scoprire la fonte ma le istituzioni pubbliche. Come è possibile che gli anni passano, le segnalazioni si accumulano e chi di dovere non riesce a dare nessuna risposta e a non capire e documentare la fonte di puzze e “cattivi odori”? Eppure da troppi anni questo non accade e non si va oltre proclami, dichiarazioni, segnalazioni ad altri (in pieno stile not on my desk).
Negli ultimi quattordici anni abbiamo visto intervallarsi i progetti e gli annunci più diversi sulla pianificazione della zona: raddoppio porto, delocalizzazione zona industriale, cuore del Parco Nazionale della Costa Teatina, cuore della zona economica speciale. Dopo roboanti e accese discussioni, discorsi infiniti su quanto erano indispensabili, preziosi e vitali si son perse le tracce. Esattamente come, dopo alcuni interventi e un’interrogazione in consiglio comunale (unica occasione in cui se ne parlò nella massima assise istituzionale) si son perse della redazione del nuovo Piano di Assetto Naturale della Riserva di Punta Aderci. Perché senza spinte esterne all’amministrazione Menna-Cianci non se ne sarebbe mai pubblicamente discusso? Che fine ha fatto l’annuncio del settembre scorso di un incontro pubblico nei mesi successivi? Nel dibattito in consiglio comunale del dicembre scorso due concetti sono apparsi centrali e ripetuti: fruibilità turistica e deroghe urbanistiche. Ma la Riserva non è solo una spiaggia da cartolina e non è solo un’attrazione turistica, lo stesso nome lo dimostra. Così come le sue immense ricchezze naturalistiche e archeologiche. Il simbolo della Riserva, poi, è il fratino. Ma da dieci anni almeno, come dimostrano i censimenti di volontari, non vi nidifica più. Qualcuno tra Palazzo di città e dintorni ha mai posto la questione e ha almeno cercato risposte sul perché? Sulla questione urbanistica la questione è lineare e netta: di fatto le scelte sul territorio vengono demandate a privati, alla libera iniziativa privata. Perché deroghe, cubature e immobili vengono realizzati su iniziativa di privati che richiedono autorizzazioni pubbliche.
È compito imprescindibile di chi ha responsabilità politiche dare risposte, documentare, trovare soluzione alle criticità, esprimere una visione su quell’area e sul futuro di tutti, non lasciare nell’incertezza operatori economici, sociali e ambientalisti. Una volta per tutte la “politica” (se è veramente tale) superi il piccolo cabotaggio e il tirare a campare.
