Belice 1968: il terremoto non finito
54 anni fa il terremoto del Belice
Sono passati 54 anni da quando, fra il 14 ed il 15 gennaio del 1968, un forte terremoto sconvolse l’area del Belice in Sicilia. Le scosse erano iniziate il giorno prima, ma le più forti si verificarono nella notte fra il 14 ed il 15, fra le 2.33 e le 3.01. La più forte di tutte fu di magnitudo momento 6.1, causò le distruzioni maggiori e fu avvertita sino a Pantelleria. A Gibellina Vecchia, Montevago e Salaparuta Vecchia, venne raggiunto il X grado nella Scala Mercalli. Un’ultima scossa molto forte avvenne il 25 gennaio e fu il colpo di grazia per le poche mura rimaste in piedi. In totale ci furono 16 forti scosse e, in tutto il periodo dal 14 gennaio al 1º settembre 1968, le scosse di magnitudo pari o superiore a 3 furono 81. Interi paesi furono cancellati e distrutti, I danni più gravi a Montevago, Gibellina, Salaparuta e Poggioreale, Menfi, Montevago, Partanna, Salaparuta, Salemi, Santa Margherita di Belice e Santa Ninfa.
Le cifre ufficiali riportano di 231 vittime e 623 feriti, ma altre fonti parlano di oltre 400 morti e più di 1.000 feriti e di 70.000 sfollati. Le popolazioni dei paesi colpiti erano composte in gran parte da vecchi, donne e bambini, visto che i giovani e gli uomini erano già da tempo emigrati in cerca di lavoro.
Il terremoto scoprì l’esistenza di una parte della Sicilia dove si viveva in condizioni di povertà impressionanti, dove nelle stesse povere stanze abitavano uomini e animali. La precarietà delle condizioni, la fatiscenza e la fragilità degli edifici in tufo accelerarono o facilitarono la distruzione degli edifici. Parecchia gente conserva ancora la memoria di quei giorni, quando la terra ballava sotto i piedi, i lampadai che si muovevano davano il segnale, si dormiva all’aperto, in macchina o si cercava rifugio nelle campagne.
Ci si rese conto della gravità della situazione con l’arrivo dei primi soccorsi, impossibilitati a procedere, poiché intere strade erano scomparse e i collegamenti interrotti. Un pilota di uno degli aerei impegnati nella ricognizione della zona dichiarò di avere visto “uno spettacolo da bomba atomica […] Ho volato su un inferno”. Nei paesi vicini la solidarietà della gente si manifestò subito con raccolte improvvisate di abiti, cibo, coperte, ma camion e i mezzi inviati con gli aiuti, si trovarono impantanati nel fango, impossibilitati a procedere per potere soccorrere chi aveva perso tutto e non aveva neanche di che mangiare e coprirsi. Si aggiunga la mancanza di coordinamento, l’impreparazione logistica e l’iniziale inerzia dello Stato, incapace di far fronte a una tragedia di quelle dimensioni e il quadro è chiaro.
Il primario chirurgo Giuseppe Ferrara dell’ospedale di Sciacca, dove confluirono molti feriti, in un’intervista al Corriere della sera disse: «Stavamo operando, il pavimento ci ballava sotto i piedi. Sentivo accanto a me la suora assistente che recitava le sue preghiere mentre mi porgeva i ferri, attenta e precisa come sempre[…]. Eravamo in sala chirurgica dalle 8 del mattino. Non c’era un momento di sosta fra un intervento e l’altro[…]. Uno solo di tutti quelli che abbiamo operato è morto. Aveva perso le gambe ed ambedue le arterie erano recise[…]. Gli altri, senza una gamba, senza un braccio, li abbiamo tutti salvati. L’intervento più difficile fu una trapanazione del cranio: era una bambina di quattro anni che i vigili avevano trovato a Gibellina, fra le braccia della madre morta».
Un mese dopo il sisma, nella provincia di Trapani 9.000 senza tetto erano ricoverati in edifici pubblici, 6.000 in tendopoli, 3.200 in tende sparse e 5.000 in carri ferroviari, mentre 10.000 persone erano emigrate in altre provincie. Gli abitanti vissero per mesi nelle tendopoli e poi per anni nelle baraccopoli. Nel 1973 i baraccati erano 48.182, nel 1976 erano ancora 47 mila. Le ultime 250 baracche con i tetti in eternit furono smontate solo nel 2006 (fonte ilgiornale.it). Tra ritardi incredibili iniziò la ricostruzione con opere faraoniche spesso inutili, come quelle di Gibellina, città-museo “all’aperto” presentata come simbolo ed esempio di una ricostruzione affidata alla progettazione di famosi architetti e artisti ma assolutamente fuori dal rapporto con le caratteristiche del territorio e le esigenze degli abitanti, prime fra tutte l’occupazione e il lavoro, ma anche l’esistenza di luoghi di socializzazione. Non venne ripristinata la ferrovia Salaparuta-Castelvetrano che collegava la maggior parte dei centri dell’area terremotata con la zona costiera, mentre venne finanziata e costruita l’autostrada Palermo-Mazara del Vallo, ma non si tenne alcun conto della necessità di ricostruzione della viabilità ordinaria di collegamento tra i centri abitati.
Due anni dopo il terremoto, attraverso la sua “Radio dei Poveri Cristi” Danilo Dolci, da Partinico denunciava a tutto il mondo la situazione drammatica in cui erano costretti a vivere gli abitanti del Belice in baracche di metallo poggiate sulla terra nuda. Desta ammirazione l’impegno di questo sociologo che scelse di vivere in Sicilia e che elaborò, assieme ai suoi collaboratori, un piano per la rinascita del Belice, senza che, chi doveva occuparsene e finanziarlo, ne tenesse alcun conto, perché in quel piano non c’era spazio per le speculazioni mafiose. Restano nella memoria le frasi scritte sui muri dei ruderi, “La burocrazia uccide più del terremoto”, “Qui la gente è stata uccisa nelle fragili case e da chi le ha impedito di riappropriarsi della vita col lavoro”, “Governanti burocrati: si è assassini anche facendo marcire i progetti”. Seguirono altri lunghi anni di appalti affidati a ditte spesso in odore di mafia, di promesse, di stanziamenti scomparsi tra le tasche di abili speculatori. Complessivamente, per una ricostruzione non del tutto completata, sono stati spesi ai valori attuali oltre 6 miliardi di euro: altre stime dimezzano questa cifra. I paesi vennero ricostruiti in aree lontane da quelle originarie con infrastrutture urbanistiche spesso spettrali e dispersive, che poco hanno a che fare con le caratteristiche storiche, architettoniche e sociali dei paesi siciliani. Ancora oggi la ricostruzione non è finita, ma soprattutto non c’è alcuna forma di sviluppo economico, i giovani vanno altrove, il flusso emigratorio iniziato dopo il terremoto è in continuo aumento, perchè la disoccupazione ha raggiunto il 50%, le case ricostruite sono disabitate, il valore dei fabbricati è bassissimo, da 300 a 500 euro mq. e, a parte la persistenza di alcune zone di viticultura, le terre sono abbandonate, non ci sono investimenti, e i progetti di eventuali insediamenti economici naufragano tra la burocrazia, il clientelismo, il parassitismo e l’incapacità di realizzare occasioni di lavoro che consentano di restare nella propria terra e di viverci dignitosamente. Qualche giorno fa si è saputo di alcune somme destinate al restauro di alcuni monumenti di Gibellina nuova, da tempo abbandonati al degrado: una goccia d’acqua a mare. In conclusione possiamo parlare dell’ennesima “occasione mancata”.
