Le dichiarazioni presunte di Graviano e la certa colonizzazione discreta delle mafie nell’isola felice Abruzzo
Ci sono capitoli della storia di questa Regione troppo spesso rimossi e/o sottovalutati cullandosi ancora nell’illusione dell’isola felice.
Un’isola felice che non esiste (come dimostrato anche negli ultimi mesi dopo le due grandi operazioni che hanno sgominato organizzazioni mafiose a Francavilla e Vasto). Senza dimenticare che, prima di quella del settembre scorso (tra l’altro la seconda nei confronti dei Ferrazzo, la prima nel 2011), ci furono tra le tante due maxi operazioni contro organizzazioni facenti riferimento a Cozzolino e due inchieste sull’organizzazione creata da Pasqualone (arrestato nel 2007 ma la cui presenza era segnalata in una relazione parlamentare già 13 anni prima).
Hanno recentemente fatto scalpore alcune dichiarazioni di Giuseppe Graviano, boss mafioso condannato al 41bis, capo mandamento del quartiere Brancaccio-Ciaculli di Palermo e tra coloro che avrebbero deciso l’avvio della stagione stragista di inizio Anni Novanta. Ha fatto scalpore il nuovo riferimento a Berlusconi, ad un presunto accordo con lui di cui già in passato si è ampiamente parlato. Su questo c’è un’ampia letteratura in rete e non è l’argomento di cui ci si vuol occupare oggi. Perché Graviano, nelle conversazioni intercettate, parla anche di altro.
Secondo alcuni organi di stampa (tra cui Tiscali Notizie e Il Fatto Quotidiano) Graviano in uno dei colloqui intercettati avrebbe detto anche la frase “avevamo acchiappati un paisi di Chieti in manu”, avevamo preso Chieti. Nonostante siano passati parecchi giorni non ci sembra di aver sentito mezza reazione, neanche dalla “grande opposizione” sempre pronta a giudicare, additare, fare alti proclami (più o meno inutilmente, e varie volte anche in maniera del tutto gratuita e infondata). Altri organi di stampa, come La Repubblica, riportano una frase leggermente diversa, con Graviano che avrebbe detto “chiustu” intendendo, quindi, che avevano il Paese (o un paese, genericamente riportato) in mano. Stiamo, poi, comunque parlando di un boss mafioso e, ovviamente, non sappiamo se voleva trasmettere messaggi “cifrati” (“parlare a suocera perché nuora intenda”) e quanta verità ci può essere nelle sue frasi.
Premesso tutto questo che, per onestà intellettuale, va sottolineato, può essere comunque anche questa l’occasione per ritornare su capitoli della storia di questa Regione troppo spesso rimossi e/o sottovalutati cullandosi ancora nell’illusione dell’isola felice. Un’isola felice che non esiste (come dimostrato anche negli ultimi mesi dopo le due grandi operazioni che hanno sgominato organizzazioni mafiose a Francavilla e Vasto). Senza dimenticare che, prima di quella del settembre scorso (tra l’altro la seconda nei confronti dei Ferrazzo, la prima nel 2011), ci furono tra le tante due maxi operazioni contro organizzazioni facenti riferimento a Cozzolino e due inchieste sull’organizzazione creata da Pasqualone (arrestato nel 2007 ma la cui presenza era segnalata in una relazione parlamentare già 13 anni prima)
Passato l’iniziale clamore però nessuna se ne ricorda e si va avanti come se nulla fosse … Al di là del merito delle dichiarazioni di Graviano e dei dubbi già riportati c’è un dato di fatto incontrovertibile. Già negli anni delle stragi di mafia e dell’arresto di Giuseppe Graviano il 27 gennaio 1994 a Milano le mafie erano presenti in Abruzzo. Operavano, colonizzavano e mettevano le mani su lucrosi affari. Con la complicità o l’inerzia di colletti bianchi e non solo. Tutto in un quadro politico terremotato, anche alle nostre latitudini, dal ciclone Tangentopoli (al di là di come poi le svariate vicende giudiziarie finirono, e di prescrizioni e assoluzioni che ci furono) e dal crollo della Prima Repubblica.
Questi alcuni dei fatti che documentano tutto questo
- a) Negli Anni Novanta almeno 15 Comuni in provincia de L’Aquila appaltarono il servizio rifiuti a Gaetano Vassallo, imprenditore vicino al clan dei Casalesi oggi pentito
- b) nel 1989 bonificando la zona intorno al carcere di Vasto fu trovato un vero e proprio arsenale. La bonifica fu realizzata perché Giovanni Falcone doveva venire per un interrogatorio
- c) nel maggio 1993 l’operazione Black Jack sgomina un’associazione mafiosa dedita al gioco d’azzardo nei locali notturni
- d) negli stessi anni l’appalto per la costruzione di alcune barriere frangiflutto viene vinto da Gaetano Graci, nella costruzione di un lotto universitario a L’Aquila è coinvolta una società che riconduce a Carmelo Costanzo. Secondo Pippo Fava erano due dei “cavalieri dell’apocalisse” mafiosa.
- e) leggiamo nel dossier Mare-Monti di Libera del 2009 (al quale un contributo decisivo lo diede il nostro Davide Ferrone): “Tutto parte dall’inchiesta sulla mafia dell’autoparco, gestita da Giovanni Salesi e riconducibile a Gimmi Miano. Per i pm di Milano si tratta una base delle cosche siciliane al Nord (Cursoti, Santapaola, Madonia) per traffici di armi e droga, frequentata e coperta da politici e massoni. All’inchiesta si sovrappongono le indagini della procura di Firenze (alcuni filmati vanno in onda sul Tg5 di Enrico Mentana): finisce in cella l’imprenditore Angelo Fiaccabrino, massone, originario di Licata (Agrigento), esponente del Psdi milanese, accusato di aver riciclato i proventi dei traffici di droga delle famiglie siciliane e di aver preso i voti delle cosche alle elezioni politiche del ’92. È accertato che Fiaccabrino ha investito ingenti capitali in operazioni immobiliari in Abruzzo, costruendo anche un albergo nel chietino coi fondi per il Mezzogiorno. Fiaccabrino è anche in affari con Salesi, con l’avvio di una società di lavorazione dell’alluminio in Abruzzo. Vengono coinvolti altri professionisti abruzzesi. Soprattutto l’inchiesta fa entrare la questione mafiosa nel ciclone di Mani pulite. Alla fine del ’93, su 6mila indagati e 3mila arrestati in totale, l’Abruzzo conta 400 persone sott’inchiesta e 200 in cella. Il dato è significativo: davanti ci sono Sicilia e Campania, Lombardia e Lazio, a pari merito la Calabria. L’Abruzzo è con il gruppo delle regioni a occupazione mafiosa e con le capitali della corruzione”. Furono colpite, tra le altre, le giunte comunali di Chieti e Pescara e la giunta regionale.
E ancora “La terra del Gran Sasso è anche terra di grandi e piccole logge, coperte. La “Guglia d’Abruzzo” finisce nel famigerato elencone del giudice Agostino Cordova da Palmi. Scattano perquisizioni e sequestri, fra gli indagati figurano alti esponenti del Psi, che sono accusati di violazione della legge sul finanziamento pubblico dei partiti”.
- f) nell’agosto 1991 un dirigente dell’Arci di Pescara subisce un’intimidazione per aver avviato una raccolta firme contro le infiltrazioni mafiose nell’informazione
- g) la Commissione Scalia a fine anni Novanta riempì oltre 10 pagine nella relazione finale sull’Abruzzo http://www.peacelink.it/abruzzo/a/41411.html Leggiamo in quella quella relazione “L’Abruzzo presenta, all’attualità, una particolare appetibilità economica ed è oggetto di attenzione da parte dell’imprenditoria deviata e della criminalità organizzata, che in questo territorio ricercano nuove frontiere per investire il denaro proveniente dalle attività illecite“
- h) nel 1997 il procuratore generale della Corte d’Appello Bruno Tarquini disse “la cosiddetta fase di rischio è ormai superata e si può parlare di una vera e propria emergenza criminalità, determinata dall’ingresso di clan campani e pugliesi anche nel tessuto economico”
- i) E’ del 1995 la vicenda di una ditta edile rilevata in parte da imprenditori siciliani, legati ad alcuni clan mafiosi, accusata anche di estorsione e truffe a fornitori e clienti. Nella notte tra il 5 e il 6 ottobre 1991 fu assassinato l’avvocato Fabrizio Fabrizi. Nel 1992 in Provincia di Pescara fu rinvenuto il cadavere di Enrico Maisto. Il 20 marzo 1993 fu rinvenuto cadavere nel bagagliaio della sua auto Italo Ferretti, imbavagliato e con le mani e i piedi legati.
- l) Il 13 Gennaio 1994 la “Commissione Parlamentare d’inchiesta sul fenomeno della mafia e delle altre associazioni criminali similari” approvò la “Relazione sulle risultanze dell’attività del gruppo di lavoro incaricato di svolgere accertamenti su insediamenti e infiltrazioni di soggetti ed organizzazioni di tipo mafioso in aree non tradizionali”. A pagina 82 si definisce Enrico Maisto un “noto boss latitante della camorra” e si sottolinea che le indagini erano partite a seguito di otto omicidi a Pescara, “dei quali quattro o cinque erano da ricollegarsi ad uno scontro tra bande contrapposte. Era emerso che si trattava di associazioni a delinquere che praticavano traffico di stupefacenti, usura, rapine, estorsioni e avevano il controllo delle bische”. L’omicidio di Ferretti ed altri “erano stati originati dai contrasti tra due bande autoctone opposte e anche se la camorra e la Sacra Corona Unita non avevano ancora fagocitato le stesse, sussisteva il “pericolo mafia”, scongiurato per il momento da questa operazione di polizia giudiziaria”. Nella stessa pagina, e in quella successiva, si cita anche l’omicidio Fabrizi e si fa riferimento a “tangenti” sulla costruzione di un centro commerciale a Città Sant’Angelo riportando “A Pescara, secondo il dott. Di Nicola (Procuratore della Repubblica all’epoca in città), era stata provata l’esistenza di un “comitato d’affari” così come delineato nella richiesta di autorizzazione a procedere nei confronti di un deputato nazionale. Alcuni appartenenti a tale “comitato” erano legati al Fabrizi, lo stesso personaggio che riusciva ad ottenere leggi regionali essendo pagato a percentuale sull’affare”
A pagina 84 si riporta il notevole aumento di attentati dinamitardi, passati dai cinque del 1989 ai circa novanta del 1992. Nella stessa pagina la commissione scrisse che a Pescara e nella zona di Avezzano molti esercizi commerciali erano stati acquistati da persone pugliesi e campane che “in presenza di scarsi affari, continuavano a gestirli, ostentando, nel contempo, un ottimo tenore di vita” considerando questi fatti “la spia di una attività di riciclaggio di denaro di illecita provenienza che sta trovando in Abruzzo un terreno abbastanza permeabile”
A Pagina 87 si segnalava (tra le altre) la presenza a Vasto di una banca pugliese coinvolta in indagini “perché abbinata con una finanziaria il cui titolare era stato arrestato per concorso in associazione a delinquere” con Michele Pasqualone (la cui presenza verrà citata anche a pagina 92 e al cui nome ormai non c’è bisogno di aggiungere altro … sono parole vergate di ben 13 anni precedenti la prima Histonium!) e l’investimento a Casalbordino di un “altro personaggio di origine pugliese, senza alcuna attività che lo legittimasse a ciò” che “aveva rilevato una impresa in fallimento e aveva investito in terreni per un miliardo e mezzo” mentre in provincia di Teramo “la guardia di finanza aveva sventato il tentativo posto in essere da un personaggio legato al clan camorristico dei Bardellino di riciclare denaro di illecita provenienza”. Sempre per quanto riguarda la situazione di Vasto, nei quattro anni precedenti, erano stati catturati due latitanti e durante l’inverno “veniva spesso segnalata la presenza di latitanti appartenenti alla Sacra Corona Unita che svolgevano riunioni nei villaggi residenziali”. 3 pagine prima si ricordava che l’anno delle stragi di Capaci e Via D’Amelio gli attentati dinamitardi erano stati circa novanta.
- m) Nel 2007 si scoprì che Sandokan Schiavone aveva beni immobili e terreni a Pizzoferrato. Nel 2008 parte nella Marsica un procedimento per 416 bis, ai danni di abruzzesi e siciliani, con il sequestro di beni e capitali a Giovanni Spera, figlio del boss siciliano Benedetto Spera. Ben prima del 6 Aprile 2009 ci furono le operazioni Replay e Tulipano. Per gli inquirenti la famiglia campana dei Franzese, insieme al clan dei Limelli-Vangone, gestiva un giro di droga tra la zona Peligna e Pescara. Nella Marsica fu documentata anche la presenza del clan Gionta di Torre Annunziata. Nicola Del Villano, alla macchia dal 1994 e definito il braccio destro del capo del clan dei Casalesi Michele Zagaria e Giuseppe Sirico, della famiglia di Nola-Marigliano, sono stati arrestati in Abruzzo. Un’inchiesta documentò nel 2006 come l’agguato al boss Vitale era stato deciso a Villa Rosa di Martinsicuro. 8 mesi prima del terremoto è venuto alla luce che il narcotrafficante Diego Leon Montoya Sanchez, tra i dieci maggiori ricercati dall’Fbi, aveva una base in Abruzzo. Gianluca Bidognetti era in Abruzzo mentre la madre prendeva la decisione di pentirsi.
- n) Tra il 1994 e il 1995 le indagini dei carabinieri del NOE scoprirono un traffico di fanghi a Scurcola Marsicana. Gli accertamenti hanno denunciato una rilevantissima quantità di materiali sversati: in pratica otto discariche, per un totale di circa 90 mila quintali di materiali depositati.
Nel dicembre 1996 viene avviata un’operazione che documenterà un giro di rifiuti speciali e industriali provenienti dalla Lombardia e smaltiti illegalmente nelle cave abbandonate della Marsica.
L’8 Agosto 1997 in un’informativa il NOE scrisse che “la malavita, direttamente o indirettamente” ha “controllato e controlli tuttora il flusso di varie tipologie di rifiuti, che, prodotti essenzialmente fuori dal territorio della regione Abruzzo, con artificiosi passaggi, sono smaltiti abusivamente come residui riutilizzabili ed impiegati infine come ripristino ambientale” di una cava ormai esaurita.
Nel 1998 in soli 23 giorni confluirono nella Marsica 440 tonnellate di fanghi provenienti da industrie di Caserta, Napoli, Frosinone, Rieti, Roma, La Spezia e Isernia. In quegli anni l’indagine “Gambero”, su un giro di traffici di rifiuti industriali, coinvolse 60 ditte di tutta Italia.
La Commissione Bicamerale Parlamentare sul ciclo dei rifiuti 1996-2001 riportò nella sua relazione finale che avevano trovato in quegli anni in Abruzzo uno “sbocco” rifiuti che “non si potevano più scaricare in Campania in seguito a vivaci e sanguinosi contrasti fra famiglie camorriste”. Tali rifiuti furono smaltiti secondo la Commissione nella cava Masci in Provincia de L’Aquila e in un’altra località. Dopo il sequestro di queste aree i rifiuti furono dirottati a Tollo e, dopo il sequestro anche di questa nuova area, “quasi sul greto del fiume Pescara, a Chieti Scalo” per poi concludere questa odissea “a Cepagatti, in contrada Aurora”. - o) dal 2008 varie inchieste hanno documentato come parte del tesoro di Ciancimino è stato riciclato in un complesso turistico nella Marsica. E a cavallo tra gli anni Ottanta e Novanta prestanome dell’ex sindaco di Palermo hanno “investito” anche in opere di metanizzazione. Dal 2007 ad oggi varie inchieste hanno portato a sgominare cosche che avevano come dominus personaggi del calibro di Pasqualone, Cozzolino e Ferrazzo. Senza dimenticare la ‘ndrina sgominata a Francavilla nel febbraio scorso.
- p) i Casamonica sono originari, e hanno ancora contatti con altre famiglie imparentate, di Pescara.
