Il ghetto pescarese e le gomorre d’Abruzzo
Uno dei simboli del quartiere Rancitelli di Pescara è il “Ferro di Cavallo”, un palazzo così chiamato proprio per la sua forma che ha inflitto allo stesso quasi una maledizione, trasformandolo in una sorta di fortino dove vedette della criminalità hanno gioco facile. Da queste latitudini sono partiti, insieme alla molisana Campobasso, i Casamonica.
Rancitelli è un quartiere alla periferia di Pescara. Il suo vero nome è “Villa del fuoco” ma, da sempre, tutti la conoscono e la chiamano Rancitelli. Figlio della stagione dell’esplosione del boom edilizio degli anni Sessanta, quando la DC (e non solo) fece fiorire il proprio consenso tra clientelismo, favori e politiche sociali in cambio di pacchetti di voti. Rancitelli negli ultimi decenni è diventato sempre più un ghetto dove dominano degrado, abbandono delle istituzioni e criminalità. Erano gli anni della legge 167 del 1962, con la conseguente esplosione dell’edilizia popolare: un provvedimento teoricamente dalle nobili intenzioni (permettere a chi non aveva una casa di ottenerla) ma, che nei decenni, ha avuto ben altri sviluppi poiché è diventato, immediatamente, occasione di clientelismo e favoritismi agli “amici degli amici”. In altre città d’Abruzzo, come Vasto, San Salvo e Lanciano, non sono nati veri ghetti solo perché la speculazione edilizia li ha inglobati nel tessuto urbano. Rancitelli, invece, negli ultimi decenni lo è diventato sempre più, nel trionfo del degrado e dall’abbandono istituzionale, a partire dai palazzi abbandonati (dove non è stata portata avanti neanche la più banale manutenzione) fino ad arrivare allo spaccio di droga, reati di ogni genere e violenza di gang.
A Pescara gli stupefacenti si sono diffusi a partire dal 1985. Partendo dall’Albania sono stati introdotti in Puglia dalla famiglia Ciarelli tramite la rotta dei Balcani (Puglia), che arriva anche in Abruzzo. E proprio i Ciarelli, conquistando con prepotenza le cronache giudiziarie pescaresi, sono stati tra le famiglie più attive nel violento ventre di quella che è diventata la principale piazza di spaccio della regione. Giunti dal Molise e dalla Puglia quarant’anni fa, la loro ascesa inizia con l’episodio del“battesimo del sangue”: a cavallo tra gli anni Settanta e Ottanta, uno degli esponenti della famigla Ciarelli, sentitosi offeso per non essere stato invitato ad una festa di battesimo, irruppe in un ristorante di Silvi, sparando.

E qui, tra le varie famiglie e gang, hanno preso piede anche i loro parenti e affini: cognomi come Spinelli, Di Rocco, Di Silvio e De Rosa riconducono, infatti, tutti al clan che ha egemonizzato il “mondo di sotto”, della mafia romana, assieme ai protagonisti delle cronache giudiziarie in Abruzzo e Pescara. Come i Casamonica e i clan di Gomorra, da Pescara al Vastese, queste famiglie sono dei veri e propri clan egemoni: sono convinti di essere onnipotenti, impuniti, prepotenti e autorizzati a far tutto. L’abbiamo visto a Roma, con i loro parenti Casamonica, ma è un comportamento diffuso ovunque siano presenti. Ostentano il loro sfarzo e le loro gesta anche sui social network, come facebook: ristoranti di lusso, auto di grossa cilindrata, armi da fuoco, banconote di taglio alto o frasi contro gli “infami”, le forze dell’ordine e chi li denuncia. Perché chi denuncia, chi non accetta la loro presenza e le loro “gesta” rompe una sorta di codice di omertà e rassegnazione che considerano un loro “diritto acquisito”.
Questa violenta prepotenza, così come le attività di spaccio, usura ed altri crimini non vede solo Pescara come teatro. Sono gli stessi comportamenti dei Casamonica a Roma, ma anche degli appartenenti alle famiglie Spinelli, Di Rocco, Di Silvio, De Rosa ed altri affiliati in altre città. Accade nel teramano e nell’aquilano e, forse ancor di più, in comuni come Vasto, San Salvo, Casalbordino ed altri nella provincia di Chieti, dove egemonizzano le cronache giudiziarie e sono protagonisti, spesso nel silenzio e nell’accettazione, di scorribande e prepotenze. Entrano in un locale, consumano alcolici a fiumi e alzano sempre più il livello del chiasso e dei bagordi, impadronendosi letteralmente di locali, dove nessun avventore rimarrebbe. Questi soggetti poi proseguono la serata, o ancor meglio la nottata, rompendo la quiete con musica a tutto volume sparata dalle autoradio compiendo ogni sorta di vandalismo e bagordi di ogni tipo. Le cronache locali, dal canto loro, non si interessano di questi soprusi e mantengono un silenzio che sa di accettazione e omertà e ormai è diventato quasi usuale affermare che chi apre un locale pubblico deve augurarsi che tali soggetti non arrivino, altrimenti la chiusura è certa.
In questa Gomorra di provincia incontrano fornitori e clienti del narcotraffico, pianificano altri reati, intimidiscono e picchiano persone che possono essere colpevoli anche solo di esser loro antipatici o non aver avuto il comportamento che loro gradiscono.
