D’estate si va a mare, ma non è sempre vacanza e non è sempre estate.
Non è la scoperta dell’acqua calda, ma solo della scoperta dell’acqua, che, in questo periodo, a causa delle alte temperature, lì dove l’acqua c’è, si riscalda, dove non c’è procura siccità e problemi che sembravano cancellati nel tempo e che riemergono prepotenti, eccezion fatta per il sud, che questi problemi li vive e li ha vissuti da sempre e che sono diventati parte integrante della propria collocazione geografica ed economica. Un commissario
E così, per prima cosa, è stato o sarà nominato un commissario per le acque, che naturalmente avrà bisogno di una commissione di consulenti, dovrà sedersi e cominciare a studiare il problema, a meno che non sia un esperto, e comunque non può esserlo in tutti i settori idrici, poi dovrà predisporre decisioni, piani di risistemazione della rete di distribuzione, progetti per la costruzione di nuove dighe e, soprattutto, riparazioni , progettazione di nuove reti, che poi dovranno essere approvate, finanziate, appaltate, espropriate, (alle somme stimate d’esproprio si potrà fare ricorso), recintate, avviate come cantiere, sospese per qualche incidente o per qualche errore tecnico rilevato dalla magistratura, quindi sequestrate, o fermate, possibilmente su denuncia anonima di qualcuno a cui non è stato dato un pezzo di torta, ancora rifinanziate, il tutto nell’arco di un ventennio, sino ad arrivare al completamento delle opere che dovranno essere, collaudate, agibili, e che rimarranno ferme per un altro ventennio, sino al loro deterioramento, in attesa di altro finanziamento per riabilitarle. Non è un’esercitazione giornalistica a perdere: è una realtà amara e quotidiana, oltre che secolare, in cui ci si imbatte per qualsiasi cosa cui sta dietro un finanziamento pubblico. Il modello ponte di Genova ce lo possiamo scordare, è contrario alle regole del lavoro, gli stessi sindacati non lo permetterebbero che per rare eccezioni, non esiste un Bucci che ci sta dietro giornalmente e non esiste l’urgenza pressante di dare sbocco al traffico di una città congestionata, dove converge una buona parte dell’economia mediterranea. I tempi sono quel che sono, chi va piano va sano, affrettarsi a completare l’opera o farla troppo perfetta significa chiudersi alla possibilità di spremere per questa altri soldi. E comunque, le opere se non si cominciano non si faranno mai, ma anche se si cominciano, nella maggioranza di casi. Tutto questo vale per la sistemazione di quelle infrastrutture, argini, dighe, giarrotte, rete idrica, depuratori, impianti di sollevamento, impianti di distribuzione e d’irrigazione a goccia, enti, consorzi e costi di gestione. Davanti alla elementare domanda: “a che serve un commissario, quando c’è già un ministero e un ministro che si occupa di queste cose?”, non c’è risposta. A che serve una equipe di esperti quando questa dovrebbe già esserci all’interno di un ministero qualsiasi, non c’è risposta se non quella: “Noi qua, in Italia, usiamo fare così”. Per non parlare poi della distribuzione delle risorse del PNRR e dei relativi piani su tutto il territorio nazionale. I 20 progetti presentati dalla Sicilia per potenziare l’agricoltura sono stati tutti respinti. Si accettano scommesse, anche con somme rilevanti, che, come sempre successo, i tre quarti andranno al nord e un quarto al sud. Qualcuno che parla di diminuire lo svantaggio tra queste due Italie mente spudoratamente, sapendo di mentire , e poiché siamo nel paese dei mentitori, se mente dicendo di mentire vuol dire che sta sostenendo la verità.
La diga sullo Jato
Non c’è bisogno di arrivare alle foci del Po: dopo anni di lotta, negli anni 60 i contadini della valle dello Jato, essenzialmente quelli del territorio di Partinico, riuscirono a sganciarsi dalla cappa mafiosa che regolava il sistema di distribuzione dell’acqua irrigua, ad avere per se un invaso da 18 milioni di metri cubi d’acqua, una rete di distribuzione gestita dagli stessi agricoltori o dai loro fattori. La spinta la diede Danilo Dolci e un nucleo di sindacalisti e collaboratori che riuscirono a realizzare il sogno di sganciare la distribuzione dell’acqua dalle mani di cosa nostra e affidarne la gestione direttamente agli agricoltori. Per alcuni anni il sistema funzionò e la piana cambiò faccia popolandosi di vigne, di ulivi, peschi, frutta e ortaggi di vario tipo, fino a quando la politica non vi allungò le grinfie: allora il consorzio cominciò a colorarsi di personaggi per i quali la distribuzione dell’acqua era occasione di consensi elettorali; alcuni soci non pagarono mai un litro d’acqua e avevano addirittura maxi cisterne che riempivano con l’acqua della diga, altri riuscivano a farsi dirottare l’acqua quando ne avevano bisogno, e non nei giorni assegnati; la rete di distribuzione, ancora oggi in eternit, accusava gravi perdite d’acqua, che allagava intere campagne, ma le poche riparazioni vennero fatte solo per avvantaggiare i soliti furbi ai quali l’acqua non mancava mai. In un certo momento la città di Palermo riuscì ad accaparrarsi di buona parte dell’acqua dell’invaso , che passava da un potabilizzatore e arrivava in città, ma non quanta ne partiva, ma molta meno, dati i soliti furbetti che bucavano la conduttura con metodi ben collaudati e avevano acqua per se e per tutta la contrada limitrofa. A questo punto tra perdite, tra contadini che aprivano le giarrotte e si rifornivano d’acqua senza pagarla, tra perdite e rotture di tubazioni, tra quel po’ di personale rimasto, che non era in grado di far fronte a tutte le richieste, si è arrivati all’attuale situazione di sfascio, alla chiusura del Consorzio, all’affidamento della gestione al Consorzio regionale PA 2 con l’assurdo che l’acqua, ad oggi, ancora c’è, nella diga, ma pochi ne usufruiscono, eccetto per quella potabilizzata. Non ci sono alternative al realizzare un sistema di vigilanza e di multe per i furti d’acqua, per mettere a posto i soliti furbetti, oppure continueremo a prendercela con il cielo e con il “signuruzzu chiuviti chiuviti “, per la carenza d’acqua.
Lo spreco
E’ per questo che quando sento che il governo si sta mobilitando per l’emergenza idrica, non posso fare a meno sorridere amaro e pensare che è già troppo tardi, perché qualche secolo prima abbiamo vissuto tutto questo e, a parte qualche elemosina, ci hanno abbandonato a noi stessi: malgrado ciò, malgrado quello che Danilo Dolci definiva “Lo spreco”, di soldi, di acqua, di prodotti, di uomini costretti a lavorare ancora con la zappa, mentre al nord era già tutto meccanizzato, abbiamo imparato, lo avevamo appreso dagli arabi, a valorizzare ogni goccia d’acqua, persino il brodo della pasta, che serviva per lavare i piatti. C’è da stupirsi che non sia stata ancora aperta un’inchiesta, come nel caso della Marmolada, per procurato disastro ambientale con annessa individuazione dei colpevoli, ovvero del “padre eterno” o di qualche poveraccio che ha dimenticato di chiudere il rubinetto o il passatore.
L’oro blu
Inevitabilmente il discorso ci porta in quello che si preannuncia uno dei più lucrosi businnes del futuro, l’oro blu. Malgrado gli esiti di un lontano referendum, ormai l’affidamento della distribuzione delle acque ad agenzie private è la via scelta da gran parte dei comuni, che si sgravano così di un servizio impegnativo e di un balzello pesante da far pagare ai cittadini. Non è diverso nemmeno dall’appalto per la riscossione dei tribuiti che la Regione Sicilia aveva affidato ai cugini Salvo. Ma, a parte i costi sempre più alti, il problema si allarga alle concessioni per i pozzi, alle difficoltà di potere oggi avere tali permessi, alla vendita tramite autobotti, che si riforniscono presso pozzi privati, con costi che in Sicilia sono di 40 euro per una cisterna di 10 mila litri, con facile previsione di ulteriori aumenti, visto che i carburanti sono aumentati.
Il futuro non è roseo: il Po in secca, il ghiacciaio che si stacca, la temperatura elevata che non dà tregua, sono i primi sintomi che le cose stanno cambiando rapidamente, che il procedimento è irreversibile e annualmente produrrà ulteriori conseguenze e restrizioni. La diagnosi è stata fatta e scritta da tempo, ma il bieco profitto lascia da parte qualsiasi considerazione e lascia in eredità ai posteri lo sfacelo non arginato da niente, a parte i consueti blabla di cui parla Greta. Fenomeni alluvionali e siccità continueranno ad essere sempre più frequenti, in relazione alla capacità di scarico dei corsi d’acqua , alle variazioni delle forme di precipitazione.
