Il 5 agosto dell’anno scorso il Ministero dell’Interno ha disposto lo scioglimento ai sensi della normativa antimafia e si è insediata una commissione prefettizia che lo guiderà per 18 mesi. Foggia è il secondo capoluogo di provincia ad essere sciolto per infiltrazioni mafiose, dopo Reggio Calabria, nella storia. Un dato che dovrebbe far riflettere e su cui ha posto varie volte l’attenzione Antonio Laronga, procuratore aggiunto di Foggia e autore del libro Quarta mafia. La criminalità foggiana nel racconto di un magistrato sul fronte». Edito da Paper First e uscito il 4 marzo 2021. «La ragione principale per la quale ho scritto questo libro è quella di accendere un faro su organizzazioni criminali molto feroci in espansione sottovalutate per molti anni – ha sottolineato nell’intervista di cui riportiamo in quest’articolo una parte, realizzata in occasione della presentazione del libro a Vasto (Chieti) lo scorso 26 luglio – una storia quarantennale» di cui si è iniziato a parlare solo dopo la strage di San Marco in Lapis del 9 agosto 2017 sottolinea il dottor Laronga. Quel giorno, nei dintorni di una stazione dismessa, furono uccisi Mario Luciano Romito, boss della mafia garganica, il cognato Matteo De Palma e i due agricoltori Aurelio e Luigi Luciani che stavano svolgendo le quotidiane attività mattutine nei propri terreni. Due lavoratori, due persone furono assassinate nel corso di una loro normale giornata, perché in quel momento avvenne un agguato ad un boss della mafia garganica, una delle organizzazioni della «Quarta mafia». Il 30 novembre dell’anno scorso la Corte d’Assise di Foggia ha condannato all’ergastolo, dopo tre ore di camera di consiglio, Giuann popo’. Ritenuto il basista dell’agguato, colui che pedinò l’auto del boss Romito prima della mattanza.
Foggia è il quinto comune sciolto nella zona in pochi anni, dopo Monte Sant’Angelo, Mattinata, Manfredonia e Cerignola. Ingerenze dei clan accertate, imparzialità degli amministratori compromessa da «pesanti condizionamenti», all’interno della «compagine di governo e della struttura burocratica» si contavano diverse persone con «relazioni di parentela o di affinità» con «elementi delle famiglie malavitose», «logica spartitoria» con la conseguenza di «privatizzazione dei beni pubblici» evidenziò nel 2018 la relazione al Ministero dell’Interno che portò allo scioglimento per mafia del comune di Mattinata.
«Sono state riscontrate forme di ingerenza da parte della criminalità organizzata che hanno compromesso la libera determinazione e l’imparzialità degli organi eletti nelle consultazioni amministrative del 31 maggio 2015 nonché il buon andamento dell’amministrazione ed il funzionamento dei servizi» scrisse il ministro dell’Interno Lamorgese l’11 ottobre 2019 motivando lo scioglimento del comune di Manfredonia. «Un quadro fattuale ancorato a prassi amministrative decisamente illegittime che denunciano una obiettiva permeabilità dell’ente alle pregiudizievoli ingerenze delle locali organizzazioni criminali – si legge nel documento – un’area caratterizzata dalla presenza di sodalizi violenti ed agguerriti che esercitano un forte potere di intimidazione nei confronti delle comunità locali, contrapponendosi spesso, anche di recente, in sanguinose faide sfociate in episodi di lupara bianca ed in efferati omicidi, portati ad esecuzione con modalità spregiudicate ed eclatanti. Più nel dettaglio, in quel territorio è stata giudizialmente accertata la consolidata ingerenza di una potente famiglia malavitosa, dotata di una capillare capacità di penetrazione nel tessuto economico e sociale, la quale opera in stretta sinergia con le consorterie radicate in altri comuni della provincia e, segnatamente, con una delle cellule – c.d. batterie – in cui è strutturata l’associazione di tipo mafioso comunemente denominata società foggiana». «Le vicende analiticamente esaminate e dettagliatamente riferite nella relazione del prefetto di Foggia hanno evidenziato una serie di condizionamenti dell’amministrazione comunale di Manfredonia, volti a perseguire fini diversi da quelli istituzionali, che determinano lo svilimento e la perdita di credibilità dell’istituzione locale, nonché il pregiudizio degli interessi della collettività, rendendo necessario l’intervento dello Stato per assicurare il risanamento dell’ente» una delle conclusioni della ministra Lamorgese. «Legami diretti tra alcuni esponenti dell’Amministrazione comunale e soggetti di spicco della criminalità organizzata, anche di stampo mafioso – si legge nella relazione della commissione d’accesso che ha portato allo scioglimento – Quindi, la presenza di numerosi legami societari e affaristici sussistenti tra famigliari di esponenti dell’Amministrazione comunale e soggetti della criminalità organizzata, anche di stampo mafioso».
«Nel basso Tavoliere, la trasversalità dei settori interessati dall’infiltrazione mafiosa ha trovato un concreto e grave riscontro nello scioglimento del consiglio comunale di Cerignola – si legge nell’ultima relazione semestrale della Direzione Investigativa Antimafia – che ha confermato l’indiscusso “controllo” del territorio da parte di quella mafia dotata di un’elevata capacità di controllo in un tessuto criminale eterogeneo, verosimilmente grazie alla presenza di un organo decisionale condiviso, che riesce a contemperare la molteplicità degli interessi illeciti in gioco riducendo al minimo le frizioni interne. Tuttavia, la situazione interna all’associazione è di non facile lettura anche alla luce della “blindatura” dell’ambiente nel quale operano i sodali, con rigide regole comportamentali quasi di tipo militare». «La cornice criminale ed il locale contesto ambientale ove si colloca l’ente, con particolare riguardo ai rapporti tra gli amministratori e le locali consorterie – sottolinea il decreto di scioglimento dell’8 novembre 2019 – hanno evidenziato come l’uso distorto della cosa pubblica si sia concretizzato, nel tempo, in favore di soggetti o imprese collegati direttamente od indirettamente ad ambienti malavitosi». «L’esistenza di una complessa rete di amicizie, frequentazioni e cointeressenze tra amministratori comunali, dipendenti dell’ente locale e soggetti appartenenti o contigui a famiglie malavitose» ha evidenziato «come queste ultime abbiano beneficiato di favor nell’acquisizione di pubbliche commesse, negli affidamenti del patrimonio comunale o nell’esercizio di attività commerciali».
