Ambiente Svenduto, a Taranto salute, vita e ambiente vincono sul profitto
“Ambiente Svenduto”, il nome dato dalla Procura di Taranto all’inchiesta sul sistema politica-ILVA del 2012 descrive già perfettamente la realtà: per troppi anni la classe politica locale è stata letteralmente complice e connivente e la città è stata sacrificata alla grande industria e al profitto. Una devastazione ambientale, una cancellazione della salute e dello stesso diritto alla vita che sarebbe stato inaccettabile ovunque. Ma non, per lor signori, a Taranto. 31 maggio 2021, intorno alle 10.30 del mattino, dopo anni di denunce, manifestazioni, esposti, operai uccisi dal “mostro”, udienze il processo successivo all’inchiesta è giunto alla conclusione del primo grado di giudizio. Condanne durissime per la quasi totalità degli oltre 40 imputati, confermato l’impianto accusatorio del pubblico ministero. Tra i maggiori imputati sicuramente i fratelli Riva e l’ex presidente della Regione Nichi Vendola, accusato di aver fatto pressioni per ammorbidire i controlli ambientali nei confronti dell’Ilva.
Il sistema è stato profondo, ha interessato ogni segmento della classe dirigente e politica della città. A latere della sentenza è stata disposta la trasmissione degli atti alla Procura per l’ipotesi di falsa testimonianza da parte di 4 persone ascoltate in aula. Tra loro l’ex arcivescovo della città Papa. Il collegio giudicante ha stabilito anche diverse interdizioni dai pubblici uffici e il sequestro dell’area a caldo, chiuso da anni nello stabilimento ligure ed invece sempre attivo a Taranto. Nonostante anni di denunce e lotte ambientaliste, oltre ad essere stato interessato già nel 2021 dall’azione della Procura. Nel febbraio scorso il TAR di Lecce ha stabilito che l’area a caldo deve essere chiusa in quanto è stata “macroscopicamente violata” una sentenza della Corte Costituzionale di 8 anni fa.
“Taranto, non ci sono dubbi, è stata venduta alla grande industria” ha dichiarato il pm Buccoliero durante la requisitoria finale sempre a febbraio. “Oggi è sotto accusa l’autorizzazione all’ILVA che la Regione Puglia approvava nel 2011 – sottolineò il presidente di PeaceLink Alessandro Marescotti – secondo il pm Buccoliero quell’autorizzazione del 2011 “ha recepito in modo integrale tutto quello che diceva Ilva”. Per la Regione era invece “un passaggio di valenza storica per il territorio tarantino” perché “in linea con le migliori tecnologie”. Perché Vendola acconsentì?»”.
Vendola nel 2008 dichiarò “Non c’è emergenza. Non siamo in provincia di Caserta. La produzione di latte e derivati nelle aziende del tarantino è assolutamente normale”, erano gli anni in cui divenne famosa la telefonata in cui rise al telefono con Archinà complimentandosi per lo “scatto felino” con cui impedì ad un giornalista di porgli domande. In quelle settimane, travolti dall’indignazione, i sostenitori di Vendola diffusero una sorta di decalogo in cui lo presentavano come unico paladino della città, quello che aveva scoperto la diossina e stava combattendo per la città. Combatteva così tanto che rideva al telefono con il dirigente ILVA Archinà, qualche anno prima dichiarava che non c’era emergenza e – negli stessi mesi – vantava “stima reciproca” con Emilio Riva (il proprietario dell’ILVA) aggiungendo che quella stima lo aveva “fatto scendere in campo contro la chiusura del polmone produttivo della Puglia”. Ovvero l’ILVA. Marescotti smentì punto per punto la propaganda vendoliana e l’allora Presidente della Regione Puglia in un’intervista a “Il Manifesto” dichiarò che a Taranto c’era un “ambientalismo isterico”.
Il prof. Alessandro Marescotti, presidente dell’associazione eco-pacifista PeaceLink, nelle ore successive alla sentenza ha ricostruito fatti e denunce che hanno portato a questo storico traguardo. “frutto di una lunga lotta a cui abbiamo dato il via nel febbraio 2008, portando in un laboratorio specializzato un pezzo di pecorino contaminato dalla diossina. Il latte di quel formaggio proveniva da pecore e capre che avevano brucato nei pascoli attorno all’ILVA. Avevamo letto su un giornale che, attorno allo stabilimento, pascolava un gregge. La cosa ci incuriosì. Ci mettemmo alla ricerca del pastore. Una nostra ecosentinella, Piero Mottolese, lo incontrò. Non stava bene. Quel pastore morirà di cancro dopo non molto – scrive Marescotti – Tre anni prima, nel 2005, avevamo scoperto che a Taranto c’era la diossina. Nessuno aveva mai parlato prima della diossina. La parola diossina era sconosciuta a tutti nella città dell’acciaio. Era come se un segreto venisse gelosamente custodito. I sindacati CGIL-CISL-UIL avevano partecipato a tanti tavoli tecnici e alle riunione degli atti di intesa con l’ILVA, ma la parola diossina non era mai venuta fuori fino al 2005”.
“Per anni e anni abbiamo incontrato persone che ci dicevano scherzando: non vi hanno ancora arrestato? Avevamo un’etichetta addosso: “allarmisti”. In realtà due sono le parole che hanno guidato la nostra azione: curiosità e responsabilità. Spirito di curiosità e senso della responsabilità. Ficcanaso impiccioni che non si facevano i fatti propri, insomma – ha ricordato il presidente di PeaceLink – di fronte a chi pensava di cambiare il mondo con le grandi teorie, noi, più modestamente, ci accontentavamo dei dettagli. E dai dettagli ricostruivamo il mosaico generale, in un processo di ricerca e ricomposizione dei nessi”. “Se oggi si va a vedere quanto materiale abbiamo accumulato con questa metodologia c’è solo da rimanere sbalorditi. E si rimane sbalorditi per l’immenso lavoro svolto dalla polizia giudiziaria e dai magistrati. A cui diciamo grazie per aver condotto con rigore un’azione scomoda ma necessaria e di somma importanza – conclude Marescotti che definisce la sentenza – una grande liberazione. I ficcanaso impiccioni, quelli che venivano chiamati “gli allarmisti”, avevano ragione”.
Ma il sacrificio di Taranto non si è mai, nonostante inchieste e interventi della magistratura, in questi anni. E persone di ogni età continuano a morire. Anche bambini in tenera età come Vincenzo nel dicembre scorso, le immagini dei compagni di scuola in lacrime di fronte alla bara sono una delle scene più strazianti e drammatiche che occhi umani possono vedere. Un gigantesco atto d’accusa nei confronti di troppi “adulti”, di tutti i responsabili dell’ecocidio tarantino. Sono lacrime che non si possono e non si devono dimenticare. Le lacrime dei bambini, scrisse Gianni Rodari, pesano più di tutta la terra. E queste lacrime, insieme alle milioni precedenti e alle troppe che continuano ad essere versate, pesano come macigni su determinate coscienze. “Un gravissimo atto d’accusa nei confronti della classe politica che ha avuto in mano il potere. E, in nome di equilibrismi, politichese, incapacità di coraggio e difesa dei cittadini, è stata connivente e complice della devastazione ambientale e della cancellazione del diritto alla salute e alla vita in una città sacrificata alla grande industria e ad interessi particolari” hanno definito la sentenza di primo grado per “Ambiente Svenduto” Antonio Ingroia e Azione Civile esprimendo (come già in passato) sostegno agli ambientalisti tarantini e alla “loro coraggiosa lotta per la vita, la giustizia, la salute, una città libera”. “Mentre governi regionali erano conniventi e complici dei Riva i governi nazionali hanno intervallato decreti ad aziendam e promesse non mantenute. Nel settembre 2018, ai tempi del Governo Conte 1, Di Maio dichiarò di aver fatto installare tecnologie che avrebbero abbattuto del 20% le emissioni. Invece,rispetto allo stesso periodo dell’anno precedente, nel bimestre gennaio-febbraio 2019 le emissioni della cokeria di idrocarburi policiclici aromatici (Ipa) sono cresciuti del 195%, con la concentrazione di benzene salita del 160% e quella dell’idrogeno solforato più che raddoppiata” sottolineano l’ex pm e oggi avvocato antimafia e il movimento politico. Che esprimono sconcerto ed indignazione di fronte all’attacco di Vendola contro il tribunale, “parole che confermano l’auto referenzialità e il distacco dalla drammatica realtà vissuta dai cittadini”. Prima e dopo l’inchiesta del 2012 da cui è nato questo processo Taranto ha subito “vive vergognosi balletti di ricatti, prepotenze, svendita dell’interesse pubblico, menzogne”: come già denunciato nel 2019 Ingroia ed Azione Civile ribadiscono che “sono stati uccisi la Costituzione, il diritto, la politica”. Auspicano per la città finalmente giustizia e liberazione “da questo disumano sacrificio al profitto e ad una politica inginocchiata di fronte ai potenti”: se “si fosse finalmente posto un vero argine alle illegalità, alla mancanza di ogni sicurezza sul posto di lavoro, all’avvelenamento e alla devastazione ambientale oggi Taranto già sarebbe una nuova Bilbao, una nuova Duisburg, una nuova Pittsburg” concludono.
