Terremoto 2009, non c’è memoria senza giustizia
Nel novembre 2009, grazie all’associazione Kabawil e all’Abruzzo Social Forum, Hebe de Bonafini a nome delle Madres de Plaza de Mayo incontrò i familiari delle vittime della Casa dello Studente. Le Madres hanno insegnato al mondo che memoria fa rima con giustizia, che non c’è vera memoria senza giustizia. È quel che hanno testimoniato nell’Argentina post dittatura. È quello che, nell’infinita notte mai giunta all’alba e rimasta ferma alle 3.32 del 6 aprile 2009, che L’Aquila, l’Abruzzo e tutti i territori teatri di “tragedie” impongono.
“Alle 3.32 del 6 aprile 2009 in Abruzzo e nel Centro Italia è iniziato un terremoto che dura da otto anni. E non sono solo le scosse che ancora oggi distruggono paesi. Continuano a ridere criminali, corrotti e sciacalli come fecero quella notte mentre chi non ride ancora scava tra le macerie e salva le persone”. Il post su facebook del direttore di nelpaese.it, Giuseppe Manzo, riassume plasticamente questi 8 anni, i 96 mesi che ormai ci dividono da quella maledetta notte. “Dov’eri quella notte? Cosa stavi facendo nel momento in cui arrivò la notizia?” Tutti, in questi 8 anni, abbiamo almeno una volta risposto a queste domande. Perché ci sono momenti che incatenano la mente, che s’imprimono nella memoria e non si cancellano più. Accade per ogni grande avvenimento, tragico o lieto che sia.
Quest’anno a L’Aquila, in occasione dell’anniversario, si è ritrovata tutta la rete “Noi non dimentichiamo”, costituita dai familiari delle vittime del terremoto abruzzese e di quello molisano, della strage di Viareggio, della “Terra dei Fuochi” e causati dall’amianto. News-Town riporta che Antonietta Centofanti, presidente del comitato familiari vittime della Casa dello Studente (sotto cui rimase ucciso il nipote Davide) ha contestato “l’incuria umana, istituzionale, della politica, perché non esistono tragedie che non si possono evitare. Le nostre sono tutte tragedie annunciate. Piangiamo i morti, facciamo le promesse, poi però ricominciamo nello stesso modo e torniamo a seppellire i morti e a fare i funerali di stato. Noi diciamo basta a tutto questo”. Il presidente dell’associazione dei familiari dei bambini morti nel crollo della scuola di S. Giuliano di Puglia, il 31 ottobre 2002, Antonio Morelli – leggiamo sempre nello stesso articolo su News-Town – ha denunciato “il filo conduttore di tutte queste tragedie è il dolore. Ma sono delle tragedie annunciate, che si potevano e si dovevano evitare. Questo paese ha bisogno di giustizia”.
“Dov’eri quella notte?” Non basta, è memoria parziale e omissiva. La domanda vera da porsi dev’essere un’altra: dov’eri, dove eravamo tutti mentre L’Aquila sembrava Kabul (parafrasando il titolo del libro-denuncia, puntuale e documentato, di Giuseppe Caporale sui mesi nelle tendopoli), mentre gli aquilani chiedevano ricostruzione sociale e a Roma venivano caricati e manganellati, mentre le cricche ridevano e facevano affari, mentre i familiari delle vittime chiedevano “giustizia” ma arrivavano “amare assoluzioni” (http://popoffquotidiano.it/2014/11/25/grandi-rischi-laquila-sindigna-per-il-colpo-di-spugna/), mentre la ricostruzione arrancava e fioccavano denunce – per esempio – sul crollo dei balconi del progetto CASE o sui bagni chimici delle tendopoli (http://www.site.it/laquila-i-soldi-nel-cesso-l%E2%80%99inchiesta-sui-bagni-chimici/)? E l’elenco potrebbe continuare per pagine e pagine, ma rimarrà sempre parziale.
Sono passati ormai 4 anni, ma le parole di Lilli Centofanti (sorella di Davide) nell’intervista per Casablanca(http://www.peacelink.it/abruzzo/a/38735.html), raccontano, denunciano, pretendono ancora indignazione. Non si può e non si deve dimenticare. “Si conosceva benissimo la situazione della Casa dello Studente, la struttura era traballante e mancava persino la scala antincendio. Dopo la prima scossa (la sera del 5 Aprile) Davide chiamò a casa, erano fuggiti tutti fuori terrorizzati. Furono rassicurati e convinti a rientrare, anche perché una settimana prima un architetto aveva effettuato dei controlli e aveva affermato che non c’era motivo di preoccupazione. […]Dopo il terremoto ci siamo ritrovati a L’Aquila, uniti nel dolore e nel cercare di capire. E anche su questo abbiamo visto l’inadeguatezza dello Stato e delle sue strutture di cui parlavo all’inizio. Ci siamo chiesti varie volte in quelle settimane “dov’è lo Stato?”. Siamo stati completamente abbandonati per 72 ore dall’incapacità ad ogni cosa. Solo dopo le nostre vibranti proteste ci hanno portato del cibo. In sacchi della spazzatura… Anche l’Università, a conoscenza delle gravi carenze della sua stessa struttura d’Ingegneria a Roio, che di fatto quella notte crollò (ciò vuol dire che mio fratello se non fosse morto alla Casa dello Studente, molto probabilmente sarebbe morto proprio a lezione se la scossa fosse arrivata di giorno), ci ha offerto la Laurea post- mortem… per uno studente al primo anno? L’abbiamo presa più come uno schiaffo al dolore che come un atto di riconoscimento dei meriti”.
La ricostruzione arranca ma è arrivata a far rima con quello che è stato addirittura definito caporalato. E’ l’inchiesta Caronte della DDA aquilana delle scorse settimane, sulla presenza dei Casalesi nella ricostruzione, dello sfruttamento dei lavoratori e altri reati contestati. Nata anche anche grazie al maresciallo Giampaolo Pace. Indagò sul post terremoto aquilano e ha trovato la morte nel terremoto del 24 agosto scorso. In uno Stato che, e il terremoto nel centro Italia ne è solo l’ultimo capitolo, nessuno ci ha mai spiegato perché dopo un terremoto dobbiamo rassegnarci alla cancellazione, alla distruzione totale, ad anni e anni senza vita sociale, senza vita quotidiana nei luoghi delle proprie radici. In questi giorni è stato detto che, forse, la ricostruzione abruzzese potrebbe finire nel 2025. Tra 8 anni, 16 anni dopo quella maledetta notte. Un bambino nato subito dopo il 6 aprile 2009, praticamente, finirà la “scuola dell’obbligo” senza aver mai potuto vivere pienamente la sua città. Una città dove, 8 anni dopo, la ricostruzione delle scuole è all’anno zero. E in quelle che ci sono ancora si vive nella paura e nell’incertezza (un esempio su tutti: il liceo “Cotugno”, ma è la stessa situazione di tantissime scuole del teramano). La storia di Pace è probabilmente la rappresentazione più vera dello stato dell’arte aquilano, di tutto il centro italia, delle “tragedie” e di una memoria a cui non permettono di rendere giustizia. Il paese del Gattopardo e di Macchiavelli che grida “mai più” ma alla fine, in nome di una sbandierata lotta ad una burocrazia che rappresenterebbe solo un freno, dello “sviluppo” e dell’economia, fa sempre vincere la speculazione di Stato, permettendo di tutto e di più chiudendo gli occhi su rischi e doverosa prevenzione (basta scorrere elenco e contenuto di condoni, grandi progetti, leggi, piani (s)regolatori tanto per fare alcuni esempi).
