Peppino Impastato e il problema del lavoro
Il lavoro politico di Peppino Impastato è molto più complesso di quanto la trasposizione cinematografica de “I cento passi” lasci supporre: non si tratta solo del militante di estrema sinistra testardamente impegnato contro i mafiosi e i politici del suo paese, ma di un intellettuale attento ai problemi del suo tempo e interessato allo studio dei meccanismi di accumulazione del capitale legati alle tecniche di sfruttamento del lavoro e all’analisi delle cause profonde del sottosviluppo del meridione. Nelle sue prime esperienze politiche lo vediamo partecipare alla “Marcia della protesta e della speranza” organizzata nel ‘67 da Danilo Dolci: in una foto lo si nota in un corteo che ha al centro Danilo, con un cartello in cui è scritto: “Pace al Vietnam – Libertà per i popoli oppressi – Lavoro ai Siciliani”. In quelle tre scritte ci sono già indicate con chiarezza le scelte politiche della vita di Peppino, a partire dal rifiuto della guerra, alla lotta per la liberazione da ogni forma di oppressione, dalla mafia alla tirannia, e dalla richiesta di lavoro in una terra, come la Sicilia, dove il lavoro è un privilegio, uno strumento clientelare che sfrutta i bisogni più elementari per procurare consensi elettorali e grandi ricchezze attraverso lo sfruttamento e l’accaparramento del plusvalore da parte dei padroni dei mezzi di produzione. Successivamente il suo interesse si indirizza verso le tematiche della cultura operaista di stampo marxista-leninista che caratterizza alcuni aspetti dell’estrema sinistra alla fine degli anni ’60, ma la sua capacità d’analisi si estende anche al mondo contadino e a quello dei disoccupati. Nel corso dell’esproprio delle terre dei contadini di Punta Raisi, per la costruzione della terza pista, egli si trova a stretto contatto con realtà umane drammatiche, come quelle di chi, perdendo la propria terra, perde il lavoro e la sua stessa esistenza, senza avere in cambio neanche il pagamento immediato di quanto gli è stato sottratto con la forza: sullo striscione degli espropriati di Punta Raisi era scritto “Potere contadino”, diversamente da quel “Potere operaio” che caratterizzava le richieste degli operai dei cantieri navali di Palermo o di quelli della Fiat di Torino. Con le lotte studentesche del ’68/’69 cerca di creare un rapporto con il mondo operaio, che mostra qualche diffidenza nei confronti di quei giovani politicizzati provenienti da estrazioni sociali piccolo e medio-borghesi. In alcune pagine del suo diario Peppino descrive così il suo travaglio interiore: “Per giorni e giorni non parlavo con nessuno, poi ritornavo a gioire, a riproporre: vivevo in uno stato di incontrollabile schizofrenia. E mi beccai i primi ammonimenti e la prima sospensione dal partito. Fui anche trasferito in un altro posto a svolgere attività, ma non riuscii a resistere più di una settimana: mi fu anche proposto di trasferirmi a Palermo al Cantiere Navale: un po’ di vicinanza con la Classe mi avrebbe giovato. Avevano ragione, ma rifiutai”.
Negli anni ’70 Peppino matura il suo distacco dalle rigide strutture marxiste-leniniste e si avvicina alle tematiche di Lotta Continua, grazie al lavoro comune con Mauro Rostagno. Non perde comunque il rapporto con i drammi del lavoro che caratterizzano il suo ambiente. Cinisi sta vivendo un processo selvaggio di speculazione edilizia e di devastazione del territorio: Peppino individua nella manovalanza edile la situazione su cui si realizza il meccanismo di sfruttamento e il processo di accumulazione mafiosa, nel 1974 entra nella CGIL, crea con altri compagni la sezione Fillea e porta avanti la causa di questi lavoratori, organizzando riunioni e ricevendo, da parte degli imprenditori locali, lettere con minacce di morte e con inviti a disinteressarsi del problema.
In un volantino scritto in quel periodo si legge: “Lavoratori edili, le nostre condizioni di vita e di lavoro sono state sempre caratterizzate dallo sfruttamento più bestiale e inumano. La maggior parte di noi non ha mai ricevuto il libretto di lavoro, non ha mai usufruito della benché minima assistenza contro le malattie e gli infortuni, ha sempre lavorato in condizioni di spaventosa nocività e insicurezza e senza assicurazione. Adesso è il momento di dire basta! Ci stiamo organizzando per affermare i nostri diritti e le nostre esigenze. Che cosa chiediamo: 1) che l’assunzione avvenga secondo le leggi vigenti (libretto di lavoro, marche, assistenza e tutto il resto) 2) il rispetto dell’orario di lavoro (40 ore settimanali, settimana corta) 3) il giusto pagamento dello straordinario (35% in più) 4) il rispetto delle tariffe sindacali 5) la terza categoria per tutti quelli che hanno compiuto tre anni di lavoro 6) il salario garantito. Lavoratori edili, uniamoci per lottare e affermare il nostro diritto alla vita. Organizziamoci per lottare e per vincere. F.I.L.L.E.A C.G.I.L. Cinisi”. L’organizzazione di uno sciopero di protesta fallì perché gli edili vennero contattati singolarmente e minacciati di perdere il lavoro se avessero partecipato.
Qualche anno dopo, allorché il PCI entrò in giunta con la DC, realizzando a Cinisi il primo esempio di “compromesso storico”, il rapporto sia con il sindacato che con il PCI si ruppe in modo insanabile, poiché per Peppino la collaborazione con il locale gruppo dirigente DC equivaleva a una collaborazione con la mafia. Nel ’77 egli riprese l’intervento politico con i disoccupati e con i precari: numerosi volantini testimoniano questo impegno in una realtà in cui il lavoro è stagionale, nelle locali strutture alberghiere e turistiche, e legato ai soliti meccanismi clientelari di reclutamento: soprattutto nella locale azienda di “Città del Mare” dove il sindacato riceveva contributi economici da quella struttura nei confronti della quale dovrebbe porsi in modo conflittuale nella difesa dei lavoratori: “In quei volantini c’era già un errore di fondo, quello di identificare disoccupati e lavoratori in un terreno comune e di non intravedere l’antitesi che nasce dalla condizione strutturale stessa del meridione, dove l’occupato è un privilegiato, uno che ha avuto l’abilità e la fortuna di farcela, di sapersi intrufolare nei canali del potere politico ed economico, per aggrapparsi a qualche grinfia e pertanto uno che, consenziente o no,è diventato elemento di sostegno di tale potere, ove si eccettuino i soggetti politicizza cioè che hanno preso coscienza”. L’unica cosa che avrebbe potuto legarci era la parola d’ordine “lavorare meno, lavorare tutti” in una situazione in cui gli occupati potevano solo chiedere di “restare a lavorare” e i disoccupati di “lavorare” al loro posto”. (S. Vitale: “Nel cuore dei coralli”, Peppino Impastato, una vita contro la mafia – ed. Rubbettino 2002 pag.159).
Oggi, in un momento in cui la crisi e le speculazioni dei grandi affaristi mondiali sulle conseguenze della guerra in Ucraina stanno causando veri e propri momenti di massacro sociale, di giganteschi accumuli di ricchezze attraverso la rapina di soldi dalle tasche dei più poveri, oltre che di perdita paurosa del posto di lavoro, il lavoro politico di Peppino sembra quello di un precursore, ma è in linea con quello che una volta era il ruolo autentico del sindacato.
