Partinico: in agitazione i lavoratori dell’Ato senza stipendio. Domani un incontro con il Commissario Agnese. Si preannuncia un’estate in cui potremo fare il bagno tra i sacchetti o scalare montagne di rifiuti
Si annunciano prospettive nere per quanto riguarda la raccolta dei rifiuti. Difficile calcolare, e non sappiamo se gli uffici comunali competenti l’abbiano fatto, quanti milioni di euro il Comune deve dare all’ATO. Il debito si è accumulato negli anni, da quando le passate amministrazioni hanno addirittura dimenticato di mettere in bilancio i soldi per pagare il servizio reso. Si può solo calcolare che, essendo in arretrato i pagamenti degli ultimi due mesi del 2016 e quelli dei cinque mesi del 2017, poiché il servizio di raccolta costa 250 mila euro al mese, il pregresso immediato da pagare è di 1 milione 750 mila euro.
Quando il sindaco Lo Biundo si è dimesso, o, se volete, è andato in ferie, a fine aprile, c’è stato un primo momento di sospensione del servizio, o, se volete, di sciopero degli operai dell’Ato, che non percepivano lo stipendio da alcuni mesi. Frugando nel fondo del barile il vice-sindaco Albiolo, che si è trovato in mano la patata bollente, è riuscito a “trovare” 500 mila euro con i quali è stata messa una pezza. Adesso che, dopo più di un mese, si è insediato il Commissario e le mensilità da riscuotere sono due, il personale ATO presenta di nuovo il conto, con la solita sospensione del servizio, in attesa di sapere come devono vivere loro e le loro famiglie, senza i soldi con i quali è pagato o dovrebbe essere pagato il loro lavoro.
È vero che ci sono norme secondo le quali, trattandosi di un lavoro di pubblica utilità, questo non può essere fermato e bisogna assicurare almeno l’indispensabile. E l’indispensabile è assicurato dal funzionamento dei mezzi nei centri di raccolta. Il mancato esercizio del ritiro porta a porta comporta l’accumulo di rifiuti di vario tipo e la sospensione della raccolta differenziata. Si aggiunga la vecchia malattia dei dipendenti, legata allo slogan “non è compito mio”, secondo cui la raccolta di un sacchetto buttato per strada, soprattutto in periferia, non è compito di chi ha precisi incarichi che non la prevedono. È vero che nei confronti dei lavoratori “in sciopero”, dietro i quali c’è una sigla sindacale, la CILDI, possono essere emesse sanzioni disciplinari, tipo sospensione del lavoro e della retribuzione per alcuni giorni, ma è vero che contro queste sanzioni ci si può appellare e che bisogna attendere il responso del giudice del lavoro. È giusto comunque precisare che gli addetti al ritiro dei rifiuti sono l’ultimo anello della catena o l’ultima ruota del carretto e alla fine ce la mettono tutta per assicurare un servizio che, se fosse coordinato con la buona volontà ed educazione dei cittadini, potrebbe funzionare meglio.
A monte della categoria ci sta un ufficio tecnico del comune, con i suoi due responsabili, l’ing. Gallo e l’ing. Napolitano e altri dipendenti, che dovrebbero gestire il difficile rapporto tra l’ATO e il Comune. Ma cerchiamo di chiarire come funziona: il Comune assicura un servizio ai cittadini, che pagano per tale servizio. Nel momento in cui ci si assume un impegno, dovrebbe essere chiaro che si può contare sulla copertura finanziaria. Invece, per quel che ci risulta, anche se le informazioni non sono complete, quello che entra in cassa è circa la metà di quello che dovrebbe entrare, ovvero che solo il 50% paga la tassa per il ritiro dei rifiuti. Le cause sono complesse e vanno dalla mancata iscrizione a ruolo di alcuni utenti, al mancato pagamento di altri, e ad altre circostanze che solo gli addetti ai lavori conoscono, ammesso che le conoscano.
Conclusione: se entra in cassa la metà di quanto si era preventivato, al Comune viene a mancare quello che è necessario per fare onore all’impegno sottoscritto. Considerato che non c’è più un euro, il nuovo Commissario si trova tra le mani questo problema che pare lasciare intravedere l’imminente dichiarazione di dissesto finanziario e che ci mette davanti a un’estate con prospettive davvero nere, considerato che il caldo accelera la marcescenza dei rifiuti abbandonati all’aperto, ne amplifica la puzza, favorisce la diffusione di insetti, scarafaggi, topi e quant’altro e offre all’eventuale visitatore di passaggio, oltre che agli abituali cittadini, una situazione di desolazione e di abbandono che i cittadini che pagano non meritano.
Domani ci sarà un incontro tra i responsabili dell’ATO e il Commissario. Non possiamo che augurarci qualche spiraglio di soluzione, ma le prospettive sono davvero ridotte al lumicino. Dopo di che arriverà “u scuru”.
