Liceo Scientifico di Partinico: Felicia e Peppino o Santi Savarino? La difficile scelta tra lo sterco e l’oro
Quello che sta succedendo in relazione alla vicenda del cambio d’intitolazione del Liceo Scientifico di Partinico, attualmente intestato a Santi Savarino, presenta aspetti surreali e, quantomeno, anomali, secondo le consuete e sapienti tecniche della burocrazia siciliana, attraverso le quali si può fare, in maniera sotterranea, tutto quello che si decide di fare, andando oltre leggi, disposizioni, delibere e quant’altro possa essere espressione dello stato di diritto, il tutto in modo da restare, stiracchiando di qua e di là, all’interno di una presunta legalità che serve a rendere norma, normalità e quindi apparenza di legalità la proposizione e reiterazione di un fatto anomalo.
Ripercorriamo la vicenda: da parte di alunni e docenti viene espressa la volontà di cambiare il nome del titolare della scuola, Santi Savarino, in quanto non rappresentativo né educativo per l’istituzione scolastica, a causa dei suoi trascorsi, prima come firmatario del manifesto sulle leggi razziali e poi come amico del noto mafioso partinicese Frank Coppola, il quale, si presume, abbia dato un appoggio determinante alla sua elezione come senatore nella D.C. avvenuta nel 1954, secondo le abituali connessioni tra mafia e politica. La lettera di Savarino a F. Coppola fa parte degli atti della Commissione Antimafia.
Le votazioni del collegio dei docenti e degli alunni segnalano alcuni nomi, come quello di Rita Levi Montalcino, del giudice Livatino e di Peppino Impastato, tra i quali il Consiglio d’Istituto il 6.6.2022 sceglie all’unanimità Peppino Impastato, associandogli il nome della madre Felicia, come esempi di lotta alla mafia e scelta della legalità per ottenere giustizia.
La delibera è inviata all’Ufficio Scolastico Regionale che provvede ad acquisire il parere del Comune, sciolto per mafia e rappresentato da tre commissarie, che danno parere favorevole il 28.7.2022. Misteriosamente tale delibera d’urgenza, invece di essere spedita, scompare nei cassetti del Comune per sette mesi, sino a quando un consigliere, l’unico di sinistra del rinnovato Consiglio Comunale, non ne attiva la ricerca e non ne richiede la prosecuzione dell’iter, il 6.3.2023. Perviene in Prefettura nel giugno 2023, da parte dell’U.S.R. per acquisire il parere del Prefetto, prima di procedere al decreto definitivo. Altre frenate. Si scopre che l’allora prefetto Cucinotta, e comunque un funzionario della prefettura, di nome Sanfilippo abbia chiesto, nell’aprile 2023 un parere alla nuova Giunta comunale, mentre il Consiglio, dopo una lunga discussione, non aveva deciso niente: la questione si allarga a tutta Italia, al punto che il sindaco e la sua giunta, con un clamoroso voltafaccia, dichiarano che scopriranno con piacere l’eventuale futura lapide d’intestazione del liceo.
Passa altro tempo in attesa della delibera della Prefettura, cambia il prefetto, tornano a Partinico le polemiche, al punto che, sempre su lettera di sollecitazione della prefettura, (8.1.2024)la giunta comunale, invitata a dare un parere, delibera, con incredibile velocità (12.1.2024) che i nomi di Peppino Impastato e di Felicia vanno bene, ma che è meglio lasciare il nome di Savarino: le motivazioni sono risibili: si vuole far passare tale decisione con l’affermazione che c’è già la strada del Liceo intestata a Peppino e che esiste a Roma un’altra scuola intestata a Santi Savarino, In realtà, dopo qualche ricerca, risulta che tale scuola non esiste, ma che esiste una scuola senza nome a Roma, in via Santi Savarino. Va detto che anche a Partinico esiste una via Santi Savarino. La delibera presenta una vistosa e incredibile anomalia, poiché, invece di esprimere un parere sull’intitolazione a Peppino e Felicia, riporta una decisione favorevole alla permanenza del nome di Savarino.
La Circolare Ministeriale n. 313 del 12/11/1980, richiamando la Legge 23 giugno1927, n. 1188, al punto 3 sulle intitolazioni prescrive che la Giunta Comunale non ha il potere di confermare o annullare un’intitolazione, (come fatto invece dal sindaco nella delibera del 12.01.2024) ma può solo dare un parere da trasmettere alla prefettura, alla quale spetta la decisione finale. In tal caso non è stato dato un parere sul nome da sostituire, ma una conferma su quello esistente.
Altre discussioni in un Consiglio Comunale e infine, il nuovo prefetto Mariani scrive all’URS con nota che viene trasmessa alla Dirigente Scolastica del Liceo, che il parere è favorevole. La vicenda sembra chiusa e invece Con una sorta di colpo di scena, l’U.S.R. trasmette il tutto alla Dirigente Scolastica sostenendo che il provvedimento, prima di diventare definitivo, ha bisogno di un nuovo pronunciamento del Consiglio d’Istituto. Sia il Dirigente che il Consiglio sono intanto cambiati e, per quanto è dato sapere, ci sono molte remore all’interno sull’accettazione dei nomi di Peppino e Felicia. Intanto è stata presentata ai Ministri Piantedosi e Valditara un’interrogazione da parte della deputata Elisabetta Piccolotti e un’altra da parte della senatrice Barbara Floridia, per ottenere chiarimenti su un iter che, pur avendo una delibera votata dal Consiglio d’Istituto, assieme al parere delle tre Commissarie che, in quel momento rappresentavano gli organi istituzionali del comune, richiede, da parte dell’USR una reiterazione dei due pareri: tale eventualità è prevista dalla legge quando i nomi preposti presentano aspetti e situazioni discutibili, ma non in questo caso, dal momento che la positività dei personaggi è anche attestata nella delibera della Giunta, e quindi dal sindaco stesso. In tal senso si pronuncia anche la passata Dirigente scolastica che ha dato il via all’iniziativa: “Per conto mio l’Urs ha tutti gli elementi per emanare direttamente il decreto di nuova intitolazione e non rinviare tutto alla scuola. La scuola ha già deliberato, si rimanda quando ci sono situazioni di nomi poco ortodossi”
Anche Giovanni Impastato, d parte sua ha detto: “Si sta cercando, in tutti i modi, di affossare, con scelte politiche, quella che era la volontà espressa dagli utenti della scuola. Ancora oggi il nome di Peppino è scomodo, come confermato dalla targa via Impastato divelta a Carini e fatta ritrovare nei pressi della mia pizzeria. Per fortuna la sua grandezza va ben al di là di queste miserie”.
Colpisce, in tutto questo, il silenzio assordante di tutto il personale scolastico, dai docenti agli alunni, ai genitori: non un’iniziativa di sostegno, non un cartello, non un’assemblea o una qualche condivisione, in attesa che il Consiglio d’Istituto si pronunci, con il rischio evidente di mostrare a tutta Italia se Santi Savarino, razzista, filofascista e filomafioso. sia preferibile a Felicia e a Peppino, ovvero se lo sterco sia preferibile all’oro.
