Queste pagine, così come i precedenti capitoli (Primo – Secondo), vengono dedicate alla memoria di Guido Conti, che quasi tutta la sua vita ha dedicato a combattere gli avvelenatori della nostra Regione a quasi un anno dalla sua tragica morte, Roberto Mancini, il cui esempio e la cui memoria sono fari per chi denuncia e lotta le eco camorre e i colletti bianchi che devastano l’ambiente e la salute, e Michele Liguori, la cui famiglia finalmente in queste settimane ha visto riconosciuto che è morto “vittima del dovere”.
Mentre il ventre oscuro, fatto di droga, mafie, ecomafie, prostituzione, estorsione e altro – in Abruzzo non ci facciamo mancare niente, neanche il terrorismo neofascista su cui (sempre nel disinteresse totale) si sta celebrando un processo penale (leggi QUI, pagina 41) – sta divorando e avvelenando la regione da tanti anni come abbiamo raccontato e denunciato anche nei giorni scorsi (Mafie in Abruzzo, il ventre oscuro divora sempre più. E abbondano le 3 scimmiette/pecorelle – Mafie in Abruzzo. Cos(t)a nostra: il ventre oscuro che divora sempre più di traffici illeciti, violenze e … colletti bianchi), sempre di più la sfera pubblica (come già si scrisse dieci anni fa) vive momenti contrastati, dilaniati, tutt’altro che edificanti. Il bene pubblico e l’interesse della cittadinanza non sembrano proprio tutelati come dovrebbero. Emblematico che, sulla più grande emergenza dopo il terremoto del 6 aprile 2009 (che poi tanto inaspettata non era, visti gli allarmi, avvisi e previsioni dei giorni precedenti) e su due questioni legate ad un tema vitale come l’acqua (erogata tra entrambe a centinaia di migliaia di cittadini in tre province), in meno di due anni si sono registrati tre fallimenti totali della “politica”. Ma ci si potrebbe fermare anche molto prima. I disastri che colpiscono ogni anno molti comuni, lo stato di tanti territori, dalla montagna alle coste, testimoniano il livello della “gestione del territorio”. Troppo spesso, in nome dello sviluppo del cemento o di altro, si è avuto solo e soltanto il trionfo, in ottiche clientelari o puramente di consenso elettorale, dell’interesse privato su tutto. Quella speculazione che in alcuni casi, come vediamo in zone di Pescara e non solo, diventa solo degrado e abbandono. Come, appunto, in certe zone periferiche e non solo del capoluogo. Dovrebbe far riflettere che, tra l’altro vicino a scuole ed altri luoghi molto frequentati della città, alcuni degli episodi legati alle vicende a sfondo sessuale di Vasto già citate, secondo gli inquirenti sarebbero avvenuti in un palazzo in costruzione sequestrato.
Per inefficienza e fallimento della gestione pubblica. O per l’avanzare di corruzione, clientelismo, pronismo a interessi privati più o meno leciti. Perché passano gli anni ma l’Abruzzo resta la regione in cui 15 comuni hanno appaltato la raccolta rifiuti a Gaetano Vassallo negli Anni Novanta e negli Anni Ottanta l’appalto per la costruzione di alcune barriere frangiflutto viene vinto da Gaetano Graci, nella costruzione di un lotto universitario a L’Aquila è coinvolta una società che riconduce a Carmelo Costanzo (secondo Pippo Fava erano due dei “cavalieri dell’apocalisse” mafiosa), della ex fornace di Tollo e dei rifiuti poi stoccati in altri territori non distanti, della mega discarica di Bussi e di quelle di Scurcola Marsicana, di ex capannoni industriali diventati discariche abusive e di tanti, devastanti, traffici di camorra. Clan che per anni e anni hanno concluso in Abruzzo il tour di rifiuti di ogni tipo. Ma l’Abruzzo è anche la Regione da dove partono, via mare, rifiuti che approdano sulle coste di altri continenti, o di altri stati europei, per poi “inspiegabilmente” tornare indietro. La cronaca nazionale e internazionale, per quanto di nostra conoscenza, ha registrato due casi negli ultimi anni. È questa la Regione del 7 e 8 luglio 1995 e del terremoto giudiziario che partiva dall’omicidio dell’avvocato Fabrizi per arrivare alla discarica più a sud d’Abruzzo, di un consorzio gestito (rimaniamo sempre lì) per anni “quasi senza regole”, di zar arrestati ed (eco)sfere finite nelle carte giudiziarie, del 14 luglio 2008 e di una notte di San Michele di tanti anni prima, del terremoto del 6 aprile 2009, di quello che è emerso sul prima e su un infinito post terremoto animato da cricche, gestioni autoritarie imposte ai cittadini, richieste di giustizia addirittura denigrate e “processate”. È la Regione dove c’è chi tenta di minacciare e intimidire cittadini che cercano di esercitare diritti di legge e, come risposta, coloro che sostengono di essere democratici progressisti ecologisti rassicurano il settore dei minaccianti di non essere contro di loro. E le sue strutture da una parte ostacolano l’azione di chi è espressione di diritti sociali e civili rappresentanti dell’interesse pubblico, dall’altra diventano miti, mansueti e cercano accordi con i primi. Lì dove leggi e regolamenti imporrebbero solo e soltanto, senza nessun aggiramento ed escamotage, ben altro comportamento. È la Regione dove una banca, dai documenti fino a qualche mese prima solidissima, fallisce. Mentre un altro fallimento pare veda coinvolto un faraone col grembiulino. Ma di massoneria in questa Regione non si deve parlare. Siccome quello che non si deve dire e scrivere lo diciamo e scriviamo qualche riga ai grembiulini li dedichiamo eccome. Quei grembiulini che compaiono la prima volta nelle cronache giudiziarie 25 anni fa, inchiesta che partì – secondo il dossier Mare-Monti di Libera Informazione del 2009 – dalla “mafia dell’autoparco, gestita da Giovanni Salesi e riconducibile a Gimmi Miano. Per i pm di Milano si tratta una base delle cosche siciliane al Nord (Cursoti, Santapaola, Madonia) per traffici di armi e droga, frequentata e coperta da politici e massoni. All’inchiesta si sovrappongono le indagini della procura di Firenze (alcuni filmati vanno in onda sul Tg5 di Enrico Mentana): finisce in cella l’imprenditore Angelo Fiaccabrino, massone, originario di Licata (Agrigento), esponente del Psdi milanese, accusato di aver riciclato i proventi dei traffici di droga delle famiglie siciliane e di aver preso i voti delle cosche alle elezioni politiche del ’92. È accertato che Fiaccabrino ha investito ingenti capitali in operazioni immobiliari in Abruzzo, costruendo anche un albergo nel chietino coi fondi per il Mezzogiorno. Fiaccabrino è anche in affari con Salesi, con l’avvio di una società di lavorazione dell’alluminio in Abruzzo. Vengono coinvolti altri professionisti abruzzesi. Anni in cui, nella famosa lista Cordova, emerse che la terra del Gran Sasso è anche terra di grandi e piccole logge coperte e la “Guglia d’Abruzzo” finì nell’elenco. E negli anni ambienti e influenze compaiono improvvisamente nelle cronache, cercando sul web si trova qualcuno che sembra voler denunciare una presunta influenza, notizie fanno riferimento a personaggi che entrerebbero in sodalizi per far carriera o che sono protetti nelle loro posizioni perché già affiliati, enti e uffici più che chiacchierati perché senza grembiule e compasso non si muoverebbe foglia (ma mai uno solo che abbia il coraggio di metterci la faccia, di denunciare e non sussurrare) ma alla fine tutto si perde come in un porto delle nebbie. Sbucò ai tempi di Sanitopoli, qualcuno la nominò per affermare che in una ASL abruzzese favorirebbe le carriere e in un’altra ostacolò e ritardo la rimozione di un alto dirigente, una lettera anonima nel 2015 agitò leggermente le acque, a Vasto anni fa un incontro massonico avvenne nel più totale “riserbo” tanto è vero che secondo giornalisti locali non era stata neanche pubblicata all’albo pretorio la delibera di concessione, c’è chi ha affermato che a Teramo sarebbe molto “fiorente, importante e potente”, ovviamente è stata tirata in ballo nel post terremoto aquilano (Abruzzo. Tangenti L’Aquila: gli appalti, la curia e la “massoneria cattolica” – ‘Ndrangheta e Massoneria: la cosca voleva gli appalti del sisma aquilano), altre vicende sbucano ogni tanto (Due procure sulla Valle del Giovenco e gli affari nel pallone), come sospetti di cavalieri e alti colletti bianchi. Ma alla fine tutto torna nell’oblìo…
E, intanto, i colletti bianchi, le cricche e le cosche si insinuano e proliferano. L’ultimo rapporto della DIA, relativo al secondo semestre 2017, nella ricostruzione post terremoto pone la propria attenzione sulla fornitura del calcestruzzo e il “nolo a caldo” (un particolare tipo di noleggio che coinvolge non solo un’attrezzatura ma anche il personale per manovrarlo), settori nei quali le infiltrazioni mafiose possono agire. Il rapporto dedica molta attenzione al fronte del riciclaggio di capitali illeciti. Nelle 386 pagine del rapporto l’Abruzzo è citato almeno 14 volte, le maggiori su indagini e inchieste nell’ambito del riciclaggio e della finanza. L’operazione Omphalos, partita nel luglio 2017 da Napoli, è esemplare nel documentare la connessione della nostra regione con le reti nazionali del riciclaggio e dell’attività finanziaria della camorra. Il provvedimento del GIP di Napoli ha colpito “un’attività di riciclaggio realizzata essenzialmente attraverso investimenti immobiliari, con la complicità di funzionari di banca e amministratori comunali” che ha visto coinvolti i clan Mallardo, Puca, Aversano, Verde, Di Lauro e Amato- Pagano e che ha portato al sequestro di un patrimonio stimato 600 milioni in varie regioni tra cui l’Abruzzo. Due mesi dopo un nuovo sequestro sempre contro attività di reinvestimento di esponenti del clan Mallardo in Toscana, Abruzzo, Molise e Puglia. Il clan Mallardo è attivo nel territorio di Giugliano in Campania ma uno dei dati delle due inchieste che colpisce è che l’unica Regione coinvolta in entrambi è l’Abruzzo, non la Campania. E il fenomeno è molto più vasto di quanto si possa immaginare. Nel 2017 secondo il rapporto della DIA le operazioni finanziarie sospette sono state 189 mentre sono state oltre quattro volte (767) le operazioni relativa a “reati spia”. I “reati spia”, riporta la DIA nel rapporto, sono “reati ritenuti maggiormente indicativi di dinamiche riconducibili alla supposta presenza di aggregati di matrice mafiosa, tra i quali sono ricompresi impiego di denaro, beni o utilità di provenienza illecita, usura, estorsione, danneggiamento seguito da incendio”.
La Direzione Nazionale Antimafia, già nel 2007 scrisse che l’Abruzzo è una regione “in cui la criminalità organizzata aveva trovato terreno fertile per il riciclaggio di denaro sporco”. Un terreno fertile coltivato già vent’anni fa anni quando la stessa DIA evidenziò la ricerca di nuove frontiere per il riciclaggio. E la prima inchiesta risale addirittura alla Prima Repubblica: era il 1989 quando la Procura di Palmi dispose l’arresto di quindici persone tra Calabria, Abruzzo, Campania e Sicilia, accusate di associazione mafiosa. Gli arrestati furono accusati di riciclare soldi dei sequestri di persona, assegni rubati ad istituti di credito, proventi di estorsioni attraverso collegamenti con il mondo finanziario e immobiliare.
