Ritardi, criticità e illeciti segnano sempre il ciclo dei rifiuti
ABRUZZO/ Una storia travagliata negli anni che continua a scrivere nuovi capitoli: una recente inchiesta su rifiuti illecitamente stoccati in un capannone a Punta Penna, nuove conferme dei ritardi nella bonifica della mega discarica di Bussi, la discarica del vastese sempre tra coloro che son sospesi.
Il ciclo dei rifiuti è uno dei capitoli più travagliati e sporchi della gestione dell’ambiente e dell’interesse pubblico. Una storia infinita che coinvolge tantissime regioni, dalla Campania alla Sicilia, dal Lazio alla Toscana fino al profondo Nord. Dove si susseguono da anni inchieste della magistratura contro mafie e squallide consorterie. Nunzio Perrella anni fa, citando diverse città del bresciano e Ferrara, disse che i clan della camorra avevano riempito tutto il Nord Italia di rifiuti tossici già negli Anni Ottanta.
L’Abruzzo non è un’isola felice neanche in questo settore. A fine Anni Novanta la commissione parlamentare sul ciclo dei rifiuti aveva dedicato dodici pagine a quanto accaduto nella Regione. E nei lustri successivi moltissimi sono stati i nuovi capitoli della Rifiuti SpA abruzzese. Lo abbiamo ricordato in occasione della recente video diretta per ricordare Roberto Mancini. La settimana precedente un’imponente operazione della Guardia di Finanza di Foggia e dei Carabinieri di Bari ha coinvolto il territorio di Vasto. Il traffico di rifiuti stroncato dalle forze dell’ordine si muoveva tra Puglia, Campania e la provincia di Chieti. Sequestrati beni mobili ed immobili, quattro quote societarie, 4 fabbricati, 9 terreni, 4 polizze vita e 38 rapporti finanziari per un valore di 1.635.000 euro circa. Oltre a 13.100 tonnellate di rifiuti speciali stoccati abusivamente in vari capannoni tra cui uno a Vasto, nella zona industriale di Punta Penna, di 1.250 metri quadrati. I rifiuti accumulati in maniera illecita, hanno sottolineato gli investigatori, anche a Vasto hanno reso l’aria irrespirabile nella zona. Quella qualità dell’aria, nella zona industriale e nei mesi scorsi anche in centro città, da anni al centro di segnalazioni e richieste di monitoraggio finora mai compiutamente soddisfatte come abbiamo riportato varie volte nei mesi scorsi.
Relazione Anni Novanta Commissione Parlamentare rifiuti, cave ed ex fornaci
Nella relazione parlamentare già citata, approvata il 4 marzo 1999, la Commissione Parlamentare d’inchiesta su ciclo dei rifiuti, definì l’Abruzzo «geograficamente sita all’ideale snodo dei traffici tra nord e sud», «di particolare interesse dalla criminalità organizzata la quale, nello specifico settore dei rifiuti, appare avere spostato il flusso dei traffici dalle rotte tirreniche nord-sud a quelle adriatiche» e dove giungono «traffici di rifiuti pericolosi prodotti nel nord dell’Italia, trasportati da imprese vicine alla criminalità organizzata, smaltiti in maniera illecita e distribuiti anche su altre aree del territorio nazionale». Traffici che in quegli anni si concludevano spesso nelle cave della Marsica, nella ex fornace Gagliardi di Tollo e in altri luoghi della Regione. Solo il fiume Trigno divide l’Abruzzo dal Molise, un confine su cui si trova la città di San Salvo. Nella cittadina della provincia di Chieti ci sarebbero testimonianze di persone che nei primi anni duemila, mentre scattavano foto di notte ad alcune cave sul fiume, affermano di essersi imbattuti in camion che hanno sversato fusti e altri rifiuti. In quegli anni c’erano voci che giravano intorno a questi camion. Nulla di ufficiale è mai emerso e alcuni nostri contatti istituzionali hanno categoricamente smentito di aver mai avuto prove o indizi di tale attività illecite, va sottolineato. Ma restano queste voci e testimonianze sottaciute e domande che potrebbero sorgere: ci sono ancora sotto alcuni campi rifiuti di chissà quale natura? Potrebbero essere finiti nell’alveo del fiume e trasportati al mare?
Le discariche di Bussi e Saline Alento
Quando si fa riferimento in Abruzzo a rifiuti e discariche non si può non citare la mega discarica di Bussi, devastante lascito di una stagione industriale chimica che ormai è finita molti anni fa. Una mega discarica denunciata e resa nota solo nel 2007 grazie soprattutto allo storico attivista ambientalista Augusto De Sanctis e all’allora deputato di Rifondazione Comunista Maurizio Acerbo. Alcune istituzioni locali già sapevano ma, per diversi anni, non informarono minimamente la popolazione. Quattordici anni dopo, tra ritardi, ricorsi e comportamenti non all’altezza delle istituzioni ad ogni livello la discarica di Bussi è ancora in attesa di una bonifica totale e completa. E i veleni chimici, anche a pochi passi dalle case, continuano ad incombere. Una realtà ribadita, nei giorni del nostro incontro online, anche dalla commissione d’inchiesta in seno al Consiglio Regionale abruzzese. Un rapporto dell’ARTA nei mesi scorsi ha confermato che i veleni inquinano ancora e restano pericolosi.
«Terra di nessuno», il giorno precedente la nostra videodiretta, il segretario provinciale di Pescara di Rifondazione Comunista Corrado Di Sante ha definito il SIR (Sito di Interesse Regionale) Saline Alento. In attesa di bonifica da 18 anni esatti, ormai è diventato maggiorenne. «Una distesa di pneumatici, scarti dell’edilizia, calcinacci, guaine di catrame, materiali isolanti, un divano, secchi di vernici e materiali infiammabili, vetri, rifiuti elettronici, un estintore – documenta Di Sante – È solo una piccola parte dei materiali che si trovano nei cumuli che si incontrano lungo la strada che costeggia la discarica dal depuratore consortile al sottopassaggio autostradale di Via O. Martelli e la situazione si replica vicino ai blocchi di cemento che impediscono l’accesso alla strada lungofiume dismessa dopo l’apertura dei due nuovi ponti sul Saline lato monti». «Con una nota del 3 luglio 2020 il Servizio Gestione Rifiuti e Bonifiche della Regione Abruzzo in risposta alla nostra segnalazione del 2 giugno 2020, confermava la competenza comunale nel contrasto all’abbandono dei rifiuti, l’imminenza della realizzazione di “una rete di monitoraggio con videosorveglianza al fine di prevenire/evitare nuovi abbandoni o depositi incontrollati di rifiuti”, la necessità “che il Comune di Montesilvano (PE) organizzi apposite attività di vigilanza e controllo da parte del proprio personale di vigilanza urbana” – sottolinea il dirigente del PRC – È stato installato almeno un sistema di fototrappole a ridosso dei punti di accesso? Quali e con quale cadenza la polizia municipale di Montesilvano ha organizzato turni di vigilanza per il contrasto all’abbandono dei rifiuti come richiesto dalla Regione?». Il 6 maggio il Servizio Gestione Rifiuti della Regione Abruzzo, come ha reso noto lo stesso Corrado Di Sante, ha inviato una lettera al Comune di Montesilvano chiedendo di attivarsi per le «operazioni di rimozione, avvio a recupero o smaltimento dei rifiuti» e il «ripristino dello stato dei luoghi» e di comunicare entro 30 giorni «le eventuali azioni intraprese».
Vastese, la discarica sequestrata. Indagini non ancora chiuse
Uno degli invasi della locale discarica – oggetto di un’inchiesta della Procura di Vasto – sta vivendo anni a dir poco travagliati. Sul finire dell’anno scorso l’unico sussulto da parte della politica locale, a partire dal primo cittadino di Vasto Francesco Menna, si è registrato nel dicembre scorso quando si tornò a discutere – per alcuni giorni – della rappresentanza in seno all’Agir, l’agenzia regionale rifiuti che dovrebbe coinvolgere tutti i territori abruzzesi. Nomine e nominati, la rappresentanza e il peso di un territorio saranno anche importanti, ma oltre a quanto pare il dibattito non riesce quasi mai ad andare oltre. Unica eccezione i consiglieri comunali del Movimento 5 Stelle nel consiglio comunale di Vasto Dina Carinci e Marco Gallo che hanno a più riprese ribadito tra le altre che i maggiori costi di quanto accadendo a Valle Cena non devono essere scaricati sulle spalle dei cittadini.
Ad inizio marzo dell’anno scorso il Comitato Difesa Comprensorio Vastese e il Forum H20 informarono in un comunicato che l’Arta (l’Agenzia Regionale Tutela dell’Ambiente) aveva rilevato «difformità sull’intero invaso rispetto ai progetti approvati». «L’ARTA, a seguito di una verifica tecnica sulla terza discarica del polo impiantistico del CIVETA, gestita dalla Cupello Ambiente, il 26 febbraio scorso ha rilevato – scrissero i sodalizi – che “Sulla base della documentazione autorizzativa in ns. possesso, permangono le difformità dell’intero invaso rispetto all’autorizzazione D.D. DPC026/02 del 23/07/2015 e nulla-osta alla V.N.S. (variante non sostanziale, ndr) datata 24/05/2017 prot. 139234”». «Mentre si discute se e come aumentare la volumetria della discarica per accogliere più rifiuti nel futuro il Forum H2O si chiede quali azioni gli enti pubblici stiano mettendo in campo per risanare la Valle Cena, in cui sono state accertate pesanti criticità ambientali» si concludeva il comunicato.
