Monnezza: in Abruzzo si è appena conclusa un’intensa estate da Terra dei Fuochi
Bussi, Chieti, fatti e situazioni di fiumi come il Trigno testimoniano che anche in Abruzzo rifiuti troppo spesso non fa rima con rispetto dell’ambiente e dei territori. La Terra dei Fuochi è anche qui.
L’Abruzzo Felix che, periodicamente, in questi anni qualcuno scriteriatamente (e dimenticandosi in alcuni casi del valore e di quello che è il proprio ruolo istituzionale, ogni riferimento ovviamente non è puramente casuale…) ha continuato a raccontare non esiste. Non esiste in una regione dove, negli anni del crollo della Prima Repubblica, almeno 3 sono stati gli omicidi di mafia e, riprendendo le parole nel 1997 del procuratore generale Bruno Tarquini, “la cosiddetta fase di rischio è ormai superata e si può parlare di una vera e propria emergenza criminalità, determinata dall’ingresso di clan campani e pugliesi anche nel tessuto economico”. Già nei mesi (e negli anni) scorsi lo si è ricordato e documentato, la terra dei fuochi è anche qui e troppo spesso la gestione dello smaltimento dei rifiuti ha fatto rima con malaffare, sfregio dell’ambiente e dei territori, malapolitica, mafie. L’ultimo rapporto semestrale della Direzione Investigativa Antimafia, presentato in queste settimane, evidenzia che “la regione è stata, inoltre, al centro di indagini su traffici illeciti di rifiuti nei quali sono risultati coinvolti imprenditori senza scrupoli che potrebbero rappresentare un’efficace testa di ponte per i gruppi camorristici”.
L’estate ormai alle spalle è stata animata da alcuni episodi che dimostrano l’attualità e continuano ad imporre (o almeno dovrebbero) riflessioni sulle “terre dei fuochi” e sulla monnezza in terra d’Abruzzo. Già a maggio la sentenza del filone principale del processo sulla megadiscarica di Bussi, emessa nel dicembre scorso, è tornata sotto i riflettori: una serie di articoli de Il Fatto Quotidiano hanno gettato inquietanti ombre sulla sentenza che, mesi dopo, sono ancora sospese a mezz’aria e non sono state dissipate. Dopo anni una reale e totale bonifica è ancora lontanissima, si sono susseguiti una serie di progetti di “re-industrializzazione” (più o meno reale) a dir poco opinabili e, alla fine, anche sulla richiesta di giustizia il quadro sta diventando sempre più sconfortante. A fine giugno un vastissimo incendio ha devastato l’area della discarica abusiva di Colle Sant’Antonio a Chieti, oggetto nei giorni precedenti di un’inchiesta de Il Centro che aveva documentato collegamenti della discarica con la Campania e la presenza di fusti e bidoni anche di rifiuti pericolosissimi. L’incendio ha cancellato i documenti e moltissimo di quanto documentato nell’inchiesta. Sono passati quasi 3 mesi e, in questi giorni, l’Associazione “Amici del Colle” e il Movimento 5 Stelle di Chieti hanno denunciato che nuovi rifiuti son stati gettati nell’area, tra cui cartoni contenenti amianto. La stessa Associazione, insieme al WWF ed altri, ha recentemente cercato di far tornare l’attenzione sulla discarica e sull’inquinamento prodotto affermando che “non sappiamo, e probabilmente ormai non lo sapremo mai, quali sia il territorio realmente coinvolto nella ricaduta delle ceneri diffuse dal vento … non abbiamo certezze sulle conseguenze che potrebbero derivare, da un sito nel quale sono presenti residui da incendio e materiali incombusti, a fronte dei quattro temporali che hanno nel frattempo investito l’area e dagli eventi meteo che si susseguiranno nei prossimi mesi … non sappiamo, ed è l’aspetto più grave, se e quando l’impianto sarà bonificato o quantomeno messo in sicurezza”.
Un libro degli orrori andrebbe aperto sullo stato dei fiumi abruzzesi e sulle innumerevoli discariche disseminate sulle sponde. Il Forum Abruzzese dei Movimenti per l’Acqua Pubblica negli ultimi anni ha realizzato vari horror tour per denunciarlo. Tra i vari fiumi massacrati c’è anche il Trigno dove, per esempio, in occasione di alcuni incendi in aree vicine al corso d’acqua sono bruciati e vi son stati trovati “rifiuti di ogni genere”. Sicuramente l’inciviltà, la maleducazione, il nullo scarso senso civico (e scrupoli) gioca un ruolo più che fondamentale. Ma, a non molta distanza dal confine con l’Abruzzo, sulla Trignina in Molise in un’immensa area son stati sversati rifiuti dalla camorra.
Quando si fa riferimento allo smaltimento dei rifiuti sono almeno tre i piani che si intrecciano e che vanno considerati. Hanno pericolosità e dimensione diversa ma tutti insieme costruiscono “terre dei fuochi” e sfregiano l’ambiente e i territori, compromettendolo e mettendo a rischio la salute nostra e delle generazioni future. Esiste l’inciviltà, la maleducazione e il non rispetto da parte di singoli (che sullo stato dei fiumi giocano un ruolo fondamentale) che, senza nessun senso civico, “scambiano” fiumi, boschi, campagne, zone abitate lontane da casa per discariche. E di luoghi feriti da questi comportamenti la nostra Regione sicuramente è piena. Esiste poi un secondo livello, di dimensioni maggiori, costituito da attività economica di vario genere che mettono un proprio (presunto se non addirittura inesistente) immediato vantaggio economico davanti a tutto (altro fattore fondamentale per il massacro delle sponde dei fiumi). E quindi avvelenano e inquinano smaltendo in maniera illecita e criminale rifiuti di ogni sorta, spesso anche tossici e pericolosi. E poi c’è il livello più alto e devastante, contiguo e che qualche volta vi s’intreccia pure, degli ingranaggi di veri e propri sistemi criminali, manovrati e sottoposti a “menti raffinatissime” che avvolgono interi territori nei loro traffici e reti criminali. E qui che s’insinuano le mafie e i loro complici. La storia di questa Regione ne riporta (come già riportato e documentato nel già citato “La Terra dei Fuochi è anche qui” dei mesi scorsi) tantissimi capitoli di un libro più che nerissimo. E che non è stato scritto soltanto dalle cosche e dai loro boss. Perché i fili del Sistema vanno molto oltre. La Rifiuti SpA ha tanti sodali, soci e complici. Imprenditori senza scrupoli e criminali, rappresentanti dello Stato e personaggi attivi nel sottobosco della politica o direttamente membri delle istituzioni a vari livelli (valga su tutto ricordare che negli Anni Novanta almeno 15 comuni letteralmente appaltarono lo smaltimento dei rifiuti urbani a Gaetano Vassallo, allora imprenditore dei rifiuti legato al clan dei Casalesi e successivamente collaboratore di giustizia … nell’ultima intervista prima di essere assassinato rilasciata ad Enzo Biagi Pippo Fava denunciò che è “il potere politico e finanziario” a permettere alle mafie di esistere e che “I mafiosi stanno in Parlamento, i mafiosi a volte sono ministri, i mafiosi sono banchieri, i mafiosi sono quelli che in questo momento sono ai vertici della nazione” … principi e riflessioni che valgono nelle altissime sfere del “sovversivismo delle classi dirigenti” ma che non dobbiamo dimenticare neanche in queste, sicuramente minori, realtà delle province dell’Impero), diversi dei quali considerati affiliati o comunque contigui anche ad ambienti massonici. Ambienti e influenze che compaiono improvvisamente nelle cronache, cercando sul web si trova qualcuno che sembra voler denunciare una sua presunta influenza, ma alla fine s’inabissano. Già nel 1994 la “Commissione Parlamentare d’inchiesta sul fenomeno della mafia e delle altre associazioni criminali similari” se ne occupò, stilando anche dati statistici su presenze e numero di iscritti alle logge nelle regioni italiane. La Commissione sottolineò di non star portando avanti “la criminalizzazione della massoneria in quanto tale” ma evidenziò che “per i documentati rapporti tra organizzazioni mafiose ed alcune logge massoniche, e stante l’intreccio, proprio delle logge massoniche, tra alta riservatezza e vincolo di solidarietà, aveva sollevato, nella relazione sui rapporti tra mafia e politica, un allarme in ordine ai possibili condizionamenti di logge massoniche coperte e deviate nell’attività di pubbliche istituzioni” e che esistono inchieste dalle quali sono emerse “collusioni di suoi iscritti con esponenti della criminalità organizzata”.
