Abruzzo, quel decennale omesso e la polis senza respiro
A dieci anni dall’inchiesta giudiziaria Sanitopoli che colpì l’allora giunta regionale, sullo stato della polis e dell’interesse collettivo nella terra di Fontamara
14 luglio 2008-14 luglio 2018. Dieci anni esatti. Per l’Abruzzo non sono solo due lustri che stancamente si sono intervallati sul calendario. Quella mattina di 10 anni fa la regione di Fontamara si svegliò sotto shock, era la mattina di Sanitopoli. In meno di vent’anni per la seconda volta venne arrestato il Presidente della Regione, sul banco degli accusati insieme ad altri esponenti della giunta. I processi si sono celebrati, le conclusioni dell’iter giudiziario sono a conoscenza di tutti. Negli anni precedenti – dalla notte di San Michele del 1992 in poi – e in questi ultimi due lustri – ultimi casi proprio nelle ultime ore – inchieste, scandali, indagini hanno interessato ogni ambito della vita regionale abruzzese. Tutti, come costituzione sancisce ed è diritto sacrosanto, sono innocenti fino a prova contraria. E in ogni processo già celebrato ci sono stati condannati, ma anche assolti. E questi dati di fatto vanno sempre tenuti ben presenti.
Ma la politica non si celebra nelle aule giudiziarie, e non possiamo fermarci ai tribunali. Anzi, non dobbiamo. Ci sono valutazioni politiche e sociali che vanno oltre. Per arrivare, parafrasando Pippo Fava, al cuore di quella forza essenziale della società che arriva ad imporre il buon governo della cosa pubblica. Ma l’Abruzzo è una regione apparsa troppo spesso in permanente distrazione, quasi senza memoria, che sopravvive sguazzando nel fatalismo. E’ sempre andato così, che ci vuoi fare, comunque domani sarà un altro giorno e così via. Ed infatti, esclusi rarissimi casi, il decennale di Sanitopoli è passato completamente sotto traccia. Dimenticato, omesso. Ha travolto una classe dirigente, ha sconvolto i destini politici. Ma il 14 luglio è stato per gli abruzzesi quasi soltanto la vigilia della finale mondiale vinta dai cugini d’Oltralpe. All’indomani di Sanitopoli c’è chi scrisse che la notte dell’Abruzzo è ancora lunga. Dieci anni dopo quella notte ci racconta ancora storie di una sanità, di uno stato sociale dove malati gravi e meno gravi, disabili e le persone più fragili della società che non vedono riconosciuti il diritto alle cure, all’assistenza pubblica, ospedali e presidi sanitari vari in difficoltà. Le cronache politiche degli ultimi anni ci raccontano – è cronaca anche di queste ore – di medicinali costosi e preziosi la cui erogazione pubblica è a dir poco difficoltosa. Senza dimenticare centri con sempre meno fondi, bambini e ragazzi che hanno rischiato di non poter andare a scuola, malati e famiglie che vivono odissee continue. L’Abruzzo è la regione del dramma di Rigopiano, di una ricostruzione post terremoto che dieci anni dopo attende ancora un soffio di liberazione, di centinaia (se non di più) di famiglie abbandonate senza speranza da chi per decenni è stato coccolato e foraggiato dalle alte sfere, con casse alimentate soprattutto da famiglie come quelle abbandonate.
Uno dei più longevi gruppi musicali italiani canta da molti anni “apri il giornale c’è l’ispirazione”. Ecco, basta consultare i giornali e le testate web ogni mattina per trovare continuamente raccontate queste vicende. E in tutto questo la sensazione è che la politica, la gestione della cosa pubblica arranchino, che i diritti dei deboli e dei più fragili, di chi non ha santi in paradiso o padrini siano in balia degli eventi. Tutto questo è (o dovrebbe essere) altro dalle cronache giudiziarie, molto più alto delle schermaglie particolari del momento. Dovrebbe essere politica, la forza motrice che dovrebbe far vivere e migliorare la polis e il bene comune. Ma troppo spesso si guarda altrove, non si vola alto e altro. E ci si racconta, si trasmette altro. Non alimentando speranze ma disillusione e, come già scritto, fatalismo. E quella che dovrebbe essere la politica appare normale sia altro. Appare normale la “politica” dei favori, la “politica” senza respiro alcuno sul futuro ma legata solo al presente della ricerca continua di voti e consensi, la “politica” che continuamente sacrifica il bene comune sull’altare degli egoismi di pochi e delle lobby dei piccoli interessi, il clientelismo degli amici e degli amici degli amici e degli amici degli amici degli amici. Non indigna ma anzi si cerca un posto al sole, la stradina per se stessi, si arriva a difendere e a decantarne le lodi,
Come è possibile che non abbia suscitato indignazione, passando sotto silenzio, che tra chi lavora per la società e la cittadinanza c’è chi considera coglioni coloro che denunciano e ogni giorno sono cittadini attivi e responsabili senza mai accettare compromessi e di farsi comprare? O che un imprenditore impegnato nel mondo della cultura venga isolato, emarginato, boicottato perché quella che dovrebbe essere una virtù – aver mantenuto la schiena dritta e non aver chinato il capo, denunciando “certi comportamenti” – è diventata una “colpa”?
Quando la polis perde il respiro, arranca, viene divorata da altro. Vincono gli interessi di pochi, dei più forti e di chi “s’arrangia meglio”, sono a rischio e vengono negati i diritti di tutti, gli interessi della collettività. O meglio, degli ultimi e degli emarginati, dei più deboli, di chi non ha forti consorterie alle spalle. Quello che dovrebbe essere di tutti diventa privilegio o merce costosa. La “politica” realizza i suoi più grandi fallimenti epocali. E anche qui è cronaca di questi anni, denunce di associazioni, movimenti, comitati, cittadini. E di beni pubblici che stanno sempre meno bene. E lì dove il pubblico cede il passo intervengono altre forze, trovano praterie sconfinate altri. Che non vedranno mai la salute e la collettività al primo posto, anzi li mettono a rischio. In maniera più o meno lecita. Le più grandi emergenze ambientali (che sono poi anche, se non soprattutto sanitarie e sociali) dell’Italia di oggi, e dei prossimi decenni, sono nate e proliferano così. Quando il pubblico non ha svolto il suo ruolo, lasciando spazio a consorterie sempre più squallide e al loro compromesso, quando l’abusivismo e l’illiceità sono diventate “lecite” in nome di algebre e favori.
