I fatti e gli approfondimenti odierni, nel nostro ironico diario del giorno
Oggi ufficialmente finisce l’estate: di fatto per alcuni è finita il primo settembre, per altri finirà il 30, malgrado il tempo continui a fare i dispetti tra un caldo afoso da 30 gradi e nuvoloni gravidi di pioggia. Volge al termine la campagna della vendemmia e la nuova montagna comparsa in viale dei Platani a Partinico e proposta per aggiornare le nuove carte geografiche con il nome “monte d’a zza Nina”, dovrebbe ormai fermare la sua erezione. Poi piano piano si sgonfierà diventando tutto fumo per rintanarsi nei polmoni dei 30 mila abitanti della Libera Repubblica di Partinico. Partirà invece, fra qualche giorno, la campagna olearia, con nuovi problemi di smaltimento di sanse e nocciolino, a parte i liquidi di risulta scaricati dalla lavorazione delle olive. Niente paura, il Nocella è sempre lì, pronto ad accogliere tutto a braccia aperte per scaricarlo nella baia di San Cataldo. E quindi da domani è autunno, color della tristezza.
E viene già la tristezza nel leggere le cifre che i revisori dei conti si sono trovati tra le mani, esaminando tutto quanto il passivo il Comune di Partinico ha accumulato. La cifra è di quattro milioni e mezzo di euro, meno dei sette che avevamo preventivato qualche mese fa, ma proprio l’entità di questa cifra ci pone davanti a un’inquietante domanda: si poteva evitare? La risposta è sì, ma non hanno voluto farlo né il vecchio consiglio comunale né il nuovo e si è puntato direttamente sul dissesto, forse volendo imitare quello che è già successo a Carini. E pensare che il Commissario straordinario nel 2017 aveva presentato un piano di riequilibrio su cui si sarebbe potuto lavorare: nessuno ha voluto farlo per non accollarsi sulle spalle le restrizioni di quel piano, ma si potevano salvare alcune voci e alcune cose che oggi bisognerà tagliare, soprattutto quelle relative alle case per anziani e agli asili nido. Perché la logica perversa della legge sul dissesto, come spesso succede, è quella di far cadere sulle spalle dei ceti più deboli i costi e i disagi, dal momento che chi ha i soldi riesce sempre a cavarsela affidando ai privati la gestione dell’assistenza sociale. I cittadini pagheranno le tasse con l’aliquota massima, niente feste, niente spese per attività culturali, restrizioni anche sul personale in esubero. Leggiamo, e ci accappona la pelle, che l’ignavia, il lavativismo, l’incapacità dei politici, oltre che del personale che avrebbe dovuto occuparsene, è arrivata al punto che, in assenza dei bilanci degli anni passati, si è andati incontro al blocco dei trasferimenti statali di somme spese per attività istituzionali, tipo le elezioni, e non si tratta di spiccioli, ma di circa un milione e 250 mila euro, ovvero un quarto del passivo accumulato.
Tristezza profonda e non solo autunnale, ma esistenziale oltre che civica. I cittadini hanno scelto di cambiare padri con i figli, di mandare al comune facce nuove e facce vecchie che al momento si trovano smarrite e perplesse, perché non si sono resi conto che, per dirla con il sindaco Giordano “i rubinetti si sono chiusi”. Malgrado ciò c’è una sotterranea, astiosa, spietata lotta al coltello per raschiare il fondo del barile e accaparrarsi qualche posticino dove “gattopardi, leoni, iene e sciacalletti continueranno a sentirsi il sale della terra”, per dirla con Tomasi di Lampedusa.
Tra i tanti problemi, primo quello del ritiro dei rifiuti che, malgrado minacce e avvertimenti non è cambiato di un sacchetto, sta spuntando quello dell’illuminazione civica: l’appalto è in mano, attualmente a una ditta di Milano, che gestisce il settore per una cifra di 750 mila euro l’anno. Non è che il servizio sia inappuntabile: ci sono zone del paese interamente al buio. Una fra tutte l’arena Lo Baido, punto di ritrovo di ragazzini d’ogni specie e d’ogni età, che scambiano tra di loro strane bustine, strani involucri e soldi. Alla ditta si sta suggerendo sotto sotto che, non essendoci soldi, sarebbe meglio lasciar perdere e tornarsene a casa, magari avendo già in tasca il nominativo di qualche ditta più vicina, dove si possono trovare amici e collaboratori che facciano risparmiare qualcosa sul pagamento dell’energia o sul materiale d’uso. Chissà, forse riusciranno ad illuminare anche le grotte disseminate in tutto il territorio.
Meglio cambiare discorso: ve lo ricordate Franco Mineo, il funzionario regionale amico di Miccichè, che a un certo momento si fece la campagna elettorale con lo slogan: “E ora all’ARS”? E all’ARS ci arrivò, risultando uno dei primi eletti, salvo poi incappare in una serie di vicende giudiziarie di voti di scambio e di accuse di collusioni con il clan mafioso dei Galatolo, ai quali avrebbe fatto da prestanome: di lui hanno scritto mi giudici, che possiede “una poliedricità criminale fuori dal comune”. Tanta da giustificare la richiesta del pm di nove anni di carcere. Quindi, per le prossime elezioni il suo slogan sarà: “E ora all’Ucciardone!!!”
A Bellolampo si è finalmente riaperta la vasca per accogliere il compost. Oddio, non è che non ci fosse prima, solo che in un certo momento alcuni privati ne avevano messo sotto personale controllo una parte: ai Comuni che andavano a conferire si diceva che non c’era posto, ma se ci si rivolgeva a questo privati, pagando qualcosa come il 25% in più il posto si trovava. Nulla di nuovo, lo abbiamo letto sul quotidiano dell’isola qualche mese fa. Adesso pare che le cose dovrebbero tornare a posto.
Non allontaniamoci dalla Sicilia: a Palermo erano in mille a tentare di passare i test per l’iscrizione alla facoltà di medicina, ma si è scoperto che le risposte di molti candidati erano state copiate da Internet, quindi con l’uso del cellulare che era proibito, e che il traffico su Google nel tempo concesso per i test era letteralmente impazzito. Meglio ancora hanno fatto i 500 avvocati che hanno noleggiato dei pullman per recarsi in Spagna, dove hanno comprato l’abilitazione alla professione per 11 mila euro a cranio. Belli avvocati!!!!
Ci sarebbe molto altro, ma ci fermiamo con un doveroso omaggio a Inge Feltrinelli, che ci ha lasciato a 85 anni e che è stata per anni la bandiera della cultura Italiana, con tanti saluti ai deputati dell’ARS che da nove mesi, leggiamo su Repubblica, non fanno niente se non discutere su interpellanze, menarsela e poi e andare in ferie.
