Mafia Capitale. Ormai da settimane l’indagine della Procura di Roma che ha smantellato il cupolone fasciomafioso (come l’hanno definito i due procuratori capitolini) ha conquistato l’attenzione mediatica.

L’attenzione si è focalizzata soprattutto sugli esponenti politici coinvolti ma, dietro la “terra di sopra”, si agitava una vera e propria piovra che ha avvolto con i suoi tentacoli tutto quello che ha potuto. L’intercettazione nella quale si sente l’auspicio che l’anno successivo potesse essere colmo di “emergenze” su cui speculare non è soltanto una frase ma quasi un manifesto del cupolone: dietro ogni persona si nascondono affari, lucro, potere per la “terra di mezzo”. Una terra animata dai criminali “re” di Roma (Carminati e Casamonica), esponenti istituzionali, massoni, ex componenti della Banda della Magliana, fascisti, stampa pronta a modellare articoli sulle esigenze del cupolone, affaristi che cercava ovunque di imporsi e dominare, arrivando anche a stringere alleanze e ad allungare i suoi tentacoli oltre i confini della Capitale e dell’intero Lazio.

Il CARA (Centro di Accoglienza per Richiedenti Asilo) di Mineo, per chi già è attivo sul tema dell’immigrazione e della gestione delle “emergenze”, secondo le indagini era un luogo sul quale investire. Un uomo chiave dell’organizzazione nel tavolo nazionale per la gestione dei flussi istituto dal Ministero dell’Interno (secondo gli inquirenti Luca Odevaine), contatti con la ‘ndrangheta calabrese (la famiglia Mancuso di Vibo Valentia). La trascrizione di un’intercettazione del maggio 2014 attribuisce a Odevaine queste parole “Stando a questo tavolo nazionale… e avendo questa relazione continua con il ministero sono in grado di orientare i flussi che arrivano da giù… anche perché passano da Mineo, e poi da Mineo vengono smistati in giro per l’Italia, un po’ a Roma… un po’ nel resto d’Italia”. Durissimo il comunicato della Rete Antirazzista catanese, che riprendendo le proprie denunce sul CARA stesso e su quella che non esita a definire “la disastrosa (per i migranti) gestione d’ingentissime risorse pubbliche per il mega-business della pseudo-accoglienza (come dal marzo 2011 abbiamo definito questo vergognoso laboratorio di nuove politiche segregazioniste per i richiedenti asilo)”, domanda “quando dignità e giustizia per i richiedenti asilo?”. La Rete denuncia che la situazione negli ultimi 3 anni e mezzo “si è incancrenita” e ribadisce le proprie denunce sulle condizioni in cui i migranti che arrivano sulle coste italiane sono costretti. “Il sistema Odevaine proprio nel Cara di Mineo ha espresso la sua capacità di fare coincidere i controllati con i controllori, si è consolidato un sistema clientelare che accontenta tutti, dalle istituzioni ai media, dai sindacati all’associazionismo” mentre le condizioni di vita dei migranti denunciano costantemente peggioravano con “la media di abitanti nelle case è di oltre 20 persone (quando vi alloggiavano i militari statunitensi di Sigonella vi abitava un solo nucleo familiare) e le condizioni d’indigenza (si continua a versare il pocket money quotidiano di euro 2,50 in sigarette) costringe molti migranti a lavorare in nero per 10/15 euro al giorno nelle campagne; stanno dilagando anche la prostituzione e lo spaccio di droga”. “Questo mega-CARA, unico in tutta Europa, è un esperimento fallito di contenimento forzato dei migranti, che vengono parcheggiati a tempo indeterminato (in media 18 mesi) e che sta costruendo un conflitto razziale tra autoctoni e migranti: da una parte i richiedenti asilo vengono supersfruttati dai caporali nelle campagne, dall’altro la destra xenofoba alimenta nel calatino la “guerra fra poveri”, mentre con MafiaCapitale i fascio-mafiosi si sono arricchiti sulle nostre spalle e dalle nostre tasche” conclude il durissimo j’accuse della Rete Antirazzista Catanese.

Tra le società che avrebbero avuto rapporti con Salvatore Buzzi sulla stampa compare il nome di “Formula Ambiente” (neanche sfiorata dall’indagine della Procura), una società specializzata nella gestione dei rifiuti che in Abruzzo è impegnata in molti Comuni. Angelo Venti, giornalista impegnato da anni nelle denunce delle infiltrazioni mafiose nell’Abruzzo interno e coordinatore regionale di Libera, ha acceso i riflettori sull’abbandono della regione da parte del colosso nel settore dei rifiuti della Iren Ambiente Holding SpA – “proprio in un momento nel quale la riforma del settore avrebbe potuto comportare interessanti sviluppi di business e di sistema” sottolinea il comunicato – e sugli scontri tra Segen SpA e Di Carlo Gestioni Srl sulla mutazione della compagine societaria di Aciam SpA (che si occupa, appunto, della gestione dei rifiuti nella Marsica). Riferisce Angelo Venti che “con pretesa quasi proditoria, Segen S.p.A., con lo 0,01% del capitale sociale di Aciam, pretendeva di poter esercitare il diritto di prelazione nella cessione delle quote Iren proprio in danno della Di Carlo Gestioni S.r.l, con oltre il venti per cento del valore dei privati”. A questa vicenda sarebbe interessata “Formula Ambiente”, “che tale acquisizione si era prefissa e offerta di finanziare, subentrando poi nel pacchetto sociale di Aciam S.p.A. acquisito in tal modo da Segen S.p.A” sottolinea la nota. Alcuni comuni soci, aggiunge Angelo Venti, sono attivissimi nell’attuale mutazione, cosa che non risulta a Libera essere avvenuto in una precedente occasione. Si conclude il comunicato “Il problema è sostanzialmente uno: qual è il motore, il centro di sottopotere, l’ambizione, che pur di arrivare al proprio scopo (quale?) rischia di chiamare sul territorio operatori dei quali non sa nulla? Non sono certo solo i poveri e miserrimi sindaci che hanno guardato con favore questo movimento. Sindaci che peraltro dovrebbero spiegarci la ragione di tutta questa agitazione…”. “Formula Ambiente” nei giorni scorsi ha deciso in un’assemblea espressasi all’unanimità l’esclusione dei coinvolti nell’inchiesta romana dalla compagine societaria (“Coop. 29 giugno coop. sociale Onlus”, “29 giugno Servizi soc. coop. di produzione e lavoro” e “Formula Sociale soc. coop. integrata a r.l. Onlus”), revocando anche alcuni consiglieri di amministrazione (Garrone e Guarany) e prendendo atto della decadenza di un sindaco revisore (Di Ninno).
