Per un’analisi antropologica sull’economia e sulla cultura del partinicese
A parte alcune necessarie integrazioni, questo intervento è stato letto al seminario “Per una politica alternativa a Partinico”, tenutosi all’università di Buckeburg (Germania) nel dicembre 1981, organizzato da Nino Cinquemani.
L’agricoltura
Le caratteristiche peculiari della “cultura” partinicese, (se usiamo il termine nel suo significato di “Kultur”, cioè insieme di usi, costumi, mentalità., tradizioni), presentano aspetti generali tipici della cultura siciliana e aspetti locali caratteristici, alcuni dei quali sedimentati nel tempo, altri sorti in seguito all’evolversi delia situazione economico-sociale degli ultimi venti anni.
Dagli anni ’70 in poi, l’originario sostrato agricolo deI paese ha subito una radicale trasformazione, sia per il progressivo abbandono delle campagne, sia per il nascere di nuove forme di economia e di accumulazione.
La realizzazione della diga sullo Jato, in seguito a tutta una serie di lotte, pur consentendo ai soci del “Consorzio” che ne ha avuto la gestione di usufruire dell’acqua, dietro pagamento di un canone annuo minimo, e di svincolarsi pertanto dal salasso economico imposto dalla mafia nella distribuzione delle acque irrigue, non è riuscita a frenare l’emorragia di lavoratori delle campagne e la conseguente espansione del settore terziario. Soprattutto dopo il ’68, con l’avvio della scolarità di massa e con la nascita di scuole a pagamento, c’è stata la rincorsa al diploma, inteso come trampolino di lancio per una elevazione della propria condizione sociale: fare studiare i propri figli, per il contadino o per l’artigiano, è un impegno attraverso cui si cerca di offrire a loro e a se stessi quella patente di rispetto sociale che era stata appannaggio esclusivo dei ceti borghesi. Il conseguimento del titolo di studio ha portato altre esigenze, quali l’abbandono del lavoro manuale e la ricerca disperata del “posto” a reddito fisso, ed ha finito con il saturare alcuni settori del mercato del lavoro, a scapito di altri.
Secondo un rilevamento dell’agosto’83, all’Ufficio di Collocamento risultano iscritti 1050 braccianti, (750 maschi e 300 femmine), mentre il numero dei disoccupati ammonta a 2.700. Tipica la situazione di gran parte delle donne, che si fanno assumere, “mettere in forza”, da un’impresa agricola, versando di tasca propria i contributi, sino a raggiungere in un biennio i 142 giorni utili per riscuotere l’assegno di disoccupazione.
Con ciò non si vuole dire che il settore agricolo è stato completamente abbandonato. In agricoltura risultano impiegate circa 7000 unità in un habitat di 6000 ettari di terreno, pari cioè a 1,20 ettari per addetto. Nella crisi generale dell’agricoltura siciliana, Partinico offre ancora una discreta produzione di frutta, ortaggi e agrumi: la nascita di due aziende conserviere e l’esportazione nei comuni vicini di diversi prodotti agricoli, testimoniano la vitalità di un settore che tuttavia diventa sempre più difficile praticare, sia per l’innata diffidenza del contadino siciliano verso forme cooperativistiche, sia per la differenza tra il costo del prodotto all’origine e ìl costo di esso sul mercato di distribuzione.
La sofisticazione
Più importante si fa il discorso con l’analisi dell’espansione di quelli che potremmo definire “campi di accumulazione illegale”, primo fra tutti quello della sofisticazione del vino.
In una nota pubblicata in “Accumulazione e cultura mafiosa”, (Cooperativa Editoriale Centofiori – Palermo – Maggio ’79 pag. 25), dal titolo “Le vendemmie della mafia durano tutto l’anno”, la sezione D.P. di Partinico così scriveva: «Si parla di un giro di 25 miliardi, cifra approssimativa per difetto. Se si calcola una capienza approssimativa di 290.000 ettolitri e se si considerano quattro cicli annui, si ha una produzione di circa 1.160.000 ettolitri annui; al prezzo di L. 22.400 per ettolitro, si arriva a un fatturato lordo di 25.984.000.000, mentre la spesa per ettolitro è di circa 12.000 lire, con un profitto netto elevatissimo di circa il 100%. Così si spiega perchè nel giro di pochi anni gli sportelli bancari sono aumentati da 2 a 5. Dal punto di vista sociopolitico, questo boom ha visto emergere una nuova categoria sociale di “parvenus” arricchiti, che ostentano ricchezza, di borghesia mafìosa parassitaria, ha provocato la rottura dei vecchi modelli di comportamento della società agricola, sostituiti con modelli di individualismo sfrontato e di arricchimento facile, che rendono difficile una battaglia politica in termini di classe, dato che il fenomeno è generalizzato, anche se vede, in termini di profitto, la concentrazione in poche persone; queste sono coperte, di fronte alla legge, dai prestanome, che offrono i loro nominativi come intestatari delle cisterne, in cambio di poche centinaia di migliaia di lire. Quanto basta pei comprare la complicità di parecchie persone che, pur di riuscire ad avere qualche briciola del banchetto mafioso, corrono quotidianamente il rischio di finire in galera al posto dei mafiosi».
La sofisticazione ha avuto forse il suo massimo boom nell’82, e non era solo una battuta quella che a Partinico si avesse un consumo medio di 10 chili di zucchero al giorno per abitante. Negli ultimì tempi il settore sembra dare segni di crisi, e per l’aumentata pressione di controllo, e per le periodiche guerre del vino dei viticultori francesi nei confronti di questo prodotto fornito più a basso costo: mentre la Francia ha recentemente liberalizzato l’uso dello zucchero per aumentare la gradazione alcolica, cancellando quasi del tutto le importazioni, parecchi sofisticatori, tra i quali anche qualche grosso nome, sono finiti in carcere e condannati a pagare multe salatissime.
Questo spiega il malcontento, espresso anche in sede di dibattiti politici da esponenti democristiani, nei confronti delia legge “La Torre”, la quale, consentendo indagini patrimoniali nei santuari delle banche, può fornire elementi concreti sullo spostamento di masse di denaro tra sofisticatori, grossisti di zucchero e acquirenti italiani ed esteri. Inutile aggiungere che il fenomeno richiede tutta una fitta rete di collegamenti mafioso-politici, senza i quali non potrebbe assumere questo sviluppo abnorme: non è stata mai fatta un’indagine patrimoniale su coloro che dovrebbero effettuare i controlli, e sono frequenti i casi di bollette falsificate, sigilli rotti nei campioni, cisterne requisite per vino adulterato che poi risulta buono sulla carta e puzzolente nella realtà. Nessuno sente il nauseante odore che, in alcuni periodi, si diffonde per le strade di Partinico, e che dà il segno dell’avvenuto miracolo della trasformazione dell’acqua in vino: con opportuni reattivi chimici viene infatti bloccata la fermentazione del mosto, accumulato nel periodo della vendemmia, per riaprirla poi nei momenti di minor controllo e di maggior richiesta.
Il potere politico sedimenta la sua tenuta offrendo protezione in cambio di questo entroterra di voti e di consensi: da una parte si assiste così allo sfoggio di vestiti lussuosissimi, all’esibizione teatrale di chi offreaccende la sigaretta con un biglietto da 100 mila, dall’altra si nota un’estensione della piccola delinquenza, specie nei momenti di crisi, una generalizzazione di atteggiamenti mafiosi, anche nelle giovani generazioni, e il ricorso alla violenza (spiate, attentati dinamitardi, corruzione), per il controllo del settore.
L’edilizia
Di pari passo si è sviluppato lì saccheggio delle coste, ormai in buona parte privatizzate e infestate da ville faraoniche, con strutture architettoniche di pessimo gusto, mentre Ia circolazione della massa monetaria ha comportato una sensibile lievitazione dei prezzi, dagli affitti delle case, alle vendite dei generi di consumo. Passiamo così ad un altro campo di accumulazione, anch’esso praticamente illegale, I’edilizia. L’abusivismo a Partinico è un fenomeno pressocché generalizzato. La recente legge di sanatoria ha finito con il penalizzare i piccoli abusivi, costretti a pagare multe salate, e con il privilegiare i grossi costruttori, alcuni dei quali hanno interessi ed investimenti anche fuori dall’Italia.
L’accumulazione in questo campo si sviluppa:
1) attraverso il controllo mafioso dei materiali di fabbricazione (cave di pietrisco, di sabbia, calcestruzzo, laterizi, infìssi ecc.);
2) attraverso il controllo degli appalti relativi ai pubblici finanziamenti {strade, lavori urbani di sistemazione, ecc.);
3) attraverso la speculazione sulle aree destinate all’edilizia;
4) attraverso Io sfruttamento del1a manodopera, pagata a basso costo e in nero;
mentre i primi tre aspetti lasciano necessariamente sottintendere, per svilupparsi, una tutta rete di complicità con il potere politico, il quarto passa sulla pelle di una serie di lavoratori precari, per lo più giovani manovali, pagati a giornata, senza che sui loro conto siano versati la CEPIMA, i contributi assicurativi e pensionistici, senza pagamento di straordinario, festivo o feriale che sia: in pratica 10/12 ore di lavoro al giorno, cedola di assicurazione in bianco su cui scrivere i1 nome in caso di grave infortunio, totale trascuranza delle norme dei contratto nazionale di categoria, per non parlare di quelle dello statuto dei lavoratori, assenza di sistemi di prevenzione infortunistica.
È diffìcile che questi lavoratori possano cercare forme di lotta
La “cultura”
Da questo quadro, che si è cercato di tracciare nelle caratteristiche più appariscenti, possiamo meglio identificare le strutture caratteriali della “cultura partinicense” e cercare di spiegarci perchè essa sia così refrattaria a qualsiasi stimolo di innovazione o di mutamento sociale. La prima cosa che balza agli occhi è quella che potremmo defìnire “concezione tolemaica” del rapporto intersoggettivo, meglio precisabile come individualismo esasperato e rifiuto di forme associative. L’individuo assume se stesso come centro dell’universo, ritiene il suo modo dj essere e di pensare come “il migliore possibile”, trova una possibilità di scambio solo nella misura in cui riscontra qualche afflnità tra la propria impostazione ideologica e le altre, purché queste non interferiscano con il suo “privato” e purché siano fìnalizzate o finalizzabili al proprio utile. Dal momento che questo individuo “sa tutto”, non si sforza di sapere altro, perchè sarebbe inutile, e rifiuta qualsiasi tipo di intervento esterno che contraddica o metta in discussione la globalità della sua cultura: peraltro la cultura, come proposta che viene dall’esterno, se riproduce la propria cultura va bene, ma non ha bisogno di essere conosciuta o approfondita, perchè già la “si sa”; se offre caratteristiche o prospettive diverse, se non opposte, se è “altra cultura”, dal momento che la propria è giusta l’altra sbagliata, questa non ha bisogno nemmeno di essere conosciuta.
Il tratto conservatore di questa “cultura” è chiaro: lo spazio per l’innovazione è strettissimo e si conquista con una evoluzione lentissima, che sia frutto di un lavoro costante e di una presenza sempre attiva.
Il possibile modo attraverso cui avviene il rapporto con il discorso culturale è dato da uno di questi atteggiamenti:
1) la condanna, associata per io più a forme di diffamazione personale, ove trattasi di controcultura che forza a mettere in discussione i trattidelia subcultura istituzionalizzata;
2) la sopportazione, ove tale controcultura possieda qualche elemento incontrovertibile di ragione e dì consenso, che tuttavia non arrivi a danneggiare quell’insieme di base radicalizzato che la comunità ha assunto come principio guida caratterizzante;
3) l’ignoranza totale, deliberatamente sceita, rispetto a qualsiasi iniziativa, quando questa richieda una partecipazione senza risvolti pratici o vantaggi;
4) ia partecipazione sporadica delle poche forze che si autodefiniscono “intellettualità”, intesa come segno di consenso a quelle iniziative che contengono indicazioni politiche predeterminate e circoscritte nell’ambito del tradizionale gioco del potere;
5) l’atomizzazione delle scelte di dissenso o di alternativa, quasi una volontà di occultamento, di oscura vergogna e di autocolpevolizzazione nell’operare devianze che la maggioranza non condivide. Tale generica forma anarcoide di ribellione, tipica del momento di formazione della personalità, finisce presto con l’essere riassorbita e con lo sciogliersi nella palude generalizzata dell’insipienza comune che uccide qualsiasi energia creativa.
Alla base di tutto sta la “cultura dell’amicizia” (siamo tutti amici, o “amici degli amici”), con la quale qualsiasi tensione sociale viene ricomposta tirando in ballo contatti interpersonali, parentele, conoscenze attraverso cui è possibile attuare meglio i ricatti, per arrivare alla conclusione che “siamo paesani”, “quello è un fìglio di buona famiglia”, “tuo padre era amico del mio”, ci scontriamo, sl, ma per dare agli altri l’impressione che ognuno di noi vale qualcosa e tira acqua al suo mulino, poi possiamo andare a prendere il caffè assieme, continuare a farci i fatti propri, pronti a reincontrarci se uno avesse da chiedere un favore all’altro.
La politica
Nella mediocrità di questa condizione, il rifiuto di forme associative comporta l’allontanamento del cittadino dalla cosa pubblica, concepita solo come delega a un amico che sa occuparsene più furbescamente e che può tornare utile al momento del bisogno, della raccomandazione e del “calcio in culo”, o per ottenere favori che vanno dalla richiesta di un posto di lavoro al disbrigo di una pratica: ciò che spetta di diritto viene concesso magnanimamente come favore, principalmente dal gruppo politico dominante, il quale ha avuto I’abiiità di sostituirsi in tutto e del tutto allo stato, di sovrapporsi ad esso, e di incarnarlo.
Si tratta di un sistema perfetto nel suo insieme dove ognuno è come il depositario di una delega nell’uso del suo piccolo o grande ruolo di potere locale, nell’ambito del potere centrale, dove ognuno sa da chi andare per risolvere il problema che lo interessa e sa ciò che deve fare per disobbligarsi: non c’è chi fa il proprio dovere, ma chi fa un piacere, e, chi fa un piacere, non lo intende come dovere ma come esplicazione di potere.
Il quadro politico elettorale è uno specchio preciso di questa situazione: il paese si è costruito le sue brave rappresentanze elettorali di ‘amici” al Comune, (su 32 consiglieri 21 D.C., 4 P.C.I., 3 P.S.I., 3 P.R.I., 1 P.S.D.i: qualche sopravvenuto cambio di bandiera non ha cambiato la situazione), alla Provincia, (1 consigliere), alla Regione, (1 deputato), alla Camera, (1 deputato), al Senato, (1 senatore); a costoro è affidato il complesso lavoro di “protezione” e di controllo di tutte le forme del potere pubblico, cosa che senza dubbio procede a vele spiegate, data la sostanziale stabilità dell’assetto politico.
Questa situazione di delega rende 1o stato, le istituzioni, gli eventi internazionali e nazionali come qualcosa di altri pianeti: I’apparato istituzionale, ormai sedimentato nella sua scleroticità, non riesce a superare le sue sensibili difficoltà d’innovazione e non ci prova neppure, ie sedute comunali sono prive di partecipazione popolare, i comizi politici quasi deserti e le uniche forme di socializzazione avvengono attraverso rudimentali rapporti primari (famiglia, chiesa, amici) senza estendersi alla dimensione dell’organizzazione di massa, come del resto già rilevato da Ferrarotti nell’indagine conoscitiva allegata agli Atti della Commissione Antimafia.
Le lotte contadine e ia forte presenza dei partiti d’opposizione sono storie d’altri tempi: l’espansione dell’economia parassitaria, attraverso regalie e promesse sapientemente dosate, ha piegato e comprato anche qualsiasi residuo di coscienza civica.
La famiglia
L’humus di questa condizione parte dalla famiglia, si potenzia nella scuola e si completa nell’ambiente. Il modello patriarcale, che presenta le tipiche proprietà di una struttura mafìosa, si sviluppa attraverso una linea di tendenza educativa alla minorità infantile nello sviluppo delia personalità: la famiglia si fa carico di tutto e Ia prole non è resa partecipe dei suoi problemi, non è avviata ad acquisire la capacità di decidere in proprio, si abìtua ad essere rnantenuta parassitariamente, totalmente insensibile ai problemi interni ed esterni alle mura di casa, siano essi disoccupazione, mafia, carovita, terrorismo, missili. Il piatto pronto a tavola, l’abito pulito per la passeggiata pomeridiana, iI motore, il letto fatto, il papà che risolve eventuali guai: maturano così elementi già bene inquadrati, allineati e coperti, sin dalla più piccola età, con licenza di frequentare parrocchie, sale cinematografìche e discoteche. Se qualcuno comincia ad aprire gli occhi e a uscire fuori strada, si trova davanti una serie difficile di ostacoli che vanno dai casini in famiglia al ricatto economico, al divieto di frequentare gruppi e ambienti non graditi, all’isolamento e all’emarginazione. Dall’ovatta delia famiglia ci si sposta in quella della propria casa attraverso la sistemazione, la scelta dei o della futura coniuge, per Io più prestabilita dai parenti con opportuni calcoli economici e morali, ed il tutto è in linea per perpetuare, attraverso i propri fìgli, il modello recepito. La “fuitina”, caso frequente, può sembrare l’atto di ribellione, il momento in cui il giovane decide di far valere se stesso nella scelta della partner: questa libertà gli è concessa se egli sa guadagnarsela e se è nelle condizioni di sapere badare a se stesso; in realtà non si tratta di rottura, in quanto tutto si ricompone presto nella elastica capacità che il sistema possiede nel saper saldare le fratture e riattivare il controllo. Se poi I’atto non è concordato con la partner, diventa un tipico sequestro di persona con violenza carnale, cui spesso la ragazza è costretta a piegarsi. La questione femminile è ancora agli albori: in un tempo di costante scelta di solitudine, come quello che si vive in loco, le donne si ritrovano sempre appresso qualcuno, il fratello, il padre, l’amica, e più tardi il marito, Ia suocera, il fìglio: tutti questi accompagnatori sono i guardiani della sua moralità, i garanti della sua “libertà vigllata”. La ragazza che esce sola, se la sbriga da sola o vive da sola è una rarità ancora estranea al supermaschio di questo ambiente, anzi la sua scelta di libertà è vista come una sorta di autortzzazione ad avanzare le richieste più audaci.
D’altronde il “partinicoto” è ovunque noto per il suo “gallismo”, per il suo modo inconfondibile di spogliare una donna con gli occhi, quasi con capacità radiografica, secondo un modulo comportamentale cui stanno dietro secoli di repressione sessuale: basta guardare i visi degli uomini quando tn piazza o per strada passa una bella ragazza.
La scuola
La chiesa ha giocato e gioca un ruolo fondamentale nell’ incubazione e nello sviluppo delie caratteristiche culturali: essa possiede robuste strutture che testimoniano ricchezza e capillare capacità di controllo e di gestione di tutta l’attività formativa e informativa. Nei saloni parrocchiali
si gestiscono conferenze, concerti, cineforum, gare sportive, scolastiche e parascolastiche, si decidono strategie politiche e momenti d’intervento settoriale, si passano informazioni sulle scelte
ideologiche, etiche ed anche private dei parrocchiani.
Da questa palestra esce una consistente presenza di personale con formazione ultraclericale, militante nelle fila della FUCI, dell’UCIIM, del CIF, ferma a uria cultura da controriforma, dove l’illuminismo è un evento deprecabile, ancora da venire. L’assenza di una tradizione laica, se si esclude la sporadica presenza di qualche coraggioso insegnante, che comunque rimane molto presto inghiottito dalla melma, si riversa toutcourt nella gestione dell’istituzione scolastica: il progetto educativo si sviluppa sulle tipiche caratteristiche d’interpretazione offerte dalla tradizione cattolica, con la chiusura bigotta a qualsiasi tematica culturale di segno diverso: l’intensivo condizionamento si sviluppa attraverso sciatte esibizioni scolastiche, i cui gestori meriterebbero l’arresto per plagio ideologico, e attività diseducative contrarie a tutte le direttive della pedagogia.
In pratica le stesse caratteristiche di parassitismo economico, culturale, ideologico, sinora rilevate, si riflettono in questo atteggiamento che vede la scuola come il posto in cui esercitare la propria fetta di potere e che consente di precipitarsi a fine mese all’ufficio postale per riscuotere.
Del resto le strutture scolastiche non offrono spazio per alcun tipo di lavoro responsabile: si tratta per lo più di aule buie e fatiscenti, di vecchi conventi adibiti a scuole, di edifici carenti in cui non esistono palestre, laboratori, biblioteche e sussidi audiovisivi vari, o, se esistono, sono privi di mezzi, di personale e di strumenti operativi efficaci.
La partecipazione dei genitori alla gestione delle scuole, in base a quanto previsto dai decreti delegati, è inconsistente e si risolve in un ulteriore regalo di briciole di potere e presidenze ai soliti notabili di partito, refrattari a qualsiasi proposta di innovamento. L’assenteismo non è solo dei genitori, ma degli alunni e degli insegnanti: alla fine del corso di studi i programmi, sviluppati secondo una secolare impostazione manualistica, non arrivano a trattare se non vaghi elementi della civiltà contemporanea, secondo i termini schematici offerti dal tradizionale rapporto spiegazione- interrogazione-voto.
Nella stessa situazione vegeta e si svolge il ruolo dei “mass-media”: a Partinico esiste una televisione e tre o quattro radio private interamente gestite dai soliti gruppi di potere politico e in grado di offrire solo vecchi e sdolcinati fìlms, pubblicità martellante, discomusic, dediche e presentazioni idiote di disk-jockej semi-mongoloidi, e analfabeti. I tentativi di creare qualche radio alternativa (“Onda Llbera” e “Città Futura”) o qualche giornale nuovo, (“La valle dello Jato”), sono sempre falliti, sia per dissensi in seno a quelle forze orientativamente di sinistra che li gestivano, sia per l’immediata risposta delle forze più retrive e qualunquistiche, con giornali (“La voce di Partinico’) d’impostazione sciattamente parrocchiale. E tuttavia adesso non si fa più neanche questo.
Conclusione
La narcosi generalizzata è una diretta conseguenza della gestione del potere attraverso il parassitismo improduttivo, affinché sia perpetuata la condizione di privilegio di chi tradizionalmente sta a galla: è lo stesso potere che mette la gente in condizioni di bisogno e che poi si propone come quello che può risolvere tale bisogno. L’esempio fallimentare della gestione dell’Ospedale Civico dimostra come ambizioni, gelosie personali, ricatti, imposizioni, corruzione, necessità di concordare equilibri nella spartizione dei posti di lavoro, non sono riusciti a dare un volto dignitoso ed efficiente ad una struttura che invece ha tutte le condizioni per poterlo diventare. È chiaro che 1o spazio del dissenso è durissimo: su chi è scomodo o non-allineato si scaricano con incosciente superficialità le accuse e le invenzioni più infami, si cerca di distruggerne il ruolo o inserimento anche con spiate all’autorità, in modo da far diventare crimine pubblico per costui quei piccoli vizi privati che la comunità coltiva sottobanco.
Esiste una possibilità di sbloccare questa situazione, di dar fìato alle voci alternative, di costituire centri di aggregazione, specie giovanile, di sviluppare insomma una politica culturale in grado di offrire ai cittadini proposte e risposte adeguate al conseguimento di una migliore qualità della vita? Non c’è da farsi illusioni né ideare progetti di svolta: si tratta di un lavoro da conquistare centimetro per centimetro, operando con coraggio e con proposte convincenti.
Nei giovani è avvertita in maniera latente e confusa la necessità d’impadronirsi di contenuti diversi, e su questo bisogna puntare, senza la consueta paura di essere isolati dal piattismo dell’insieme: la scelta di un lavoro individuale, in cui alcuni, sfiduciati, ripiegano, disperde tempo ed energie senza adeguati risultati. È opportuno e non impossibile che Ie forze e gli stimoli d’innovazione riescano a trovare un punto di coagulo, a patto che non si frappongano le consuete barriere di prevenzione ideologica e politica. Se è vero che far cultura è un modo di far politica, far politica non sempre vuol dire far cultura, in una condizione sociale in cui la politica è io strumento d’incremento del proprio orticello di potere personale. Bisogna pertanto, senza ipocrisia, bandire la politica degli altarini e la concezione della cultura come campo d’investimento per conseguire suffragi elettorali, per incidere con una responsabile coscienza pedagogica che possa dare ai giovani abbandonati all’ozio della piazza, alle donne ancora prigioniere del ghetto domestico, ai bambini ipnotizzati dalla droga televisiva, agli anziani messi da parte come limoni spremuti, la coscienza di essere soggetti di un universo i cui confini non si chiudono attorno al paese.
Rifiutare l’attesa del tempo in cui siano gli altri a fare qualcosa e operare in prima persona: viceversa altro buio ci aspetta.
